    Shoolini University Withdraws Charge from Avni Khosla, Forms Committee; Management Issues Clarification

    In a significant development, the management of Shoolini University has withdrawn responsibilities from Avni Khosla and constituted a formal committee to look into the matter. The move comes amid growing attention and concerns surrounding the recent incident involving a student.

    Responding to the situation, university representative Vishal Anand issued an official statement, outlining the institution’s stance and immediate actions.

    According to Vishal Anand, the university has taken the issue seriously and initiated an internal inquiry to ensure a fair and transparent investigation. “The charge has been withdrawn from Avni Khosla as a precautionary step, and a committee has been formed to examine all aspects of the case,” he said.

    He further emphasized that the university remains committed to student safety and institutional integrity. “We are ensuring that due process is followed. Strict action will be taken based on the findings of the committee,” Anand added.

    The university administration has urged students and the public not to spread unverified information and assured that all necessary steps are being taken to address the situation responsibly.

    The committee is expected to submit its report after a detailed review, following which further action will be decided by the university authorities.

    Shimla, March 28: A meeting of the Farmers’ Advisory Committee of the Agriculture Department, Basantpur, was held to review ongoing development works and discuss key issues concerning farmers. The meeting was chaired by Committee Chairman Besardas Harnot.

    During the meeting, members conducted a detailed review of previous works and deliberated on several important proposals. Major focus areas included the department’s budget, overall farmer welfare, and the promotion of advanced farming projects in the region.

    A significant demand raised during the meeting was the allocation of funds for the centrally sponsored ATMA (Agricultural Technology Management Agency) project. The committee emphasized that adequate funding is essential to strengthen agricultural extension services and support farmers effectively.

    Chairman Besardas Harnot also urged PWD Minister Vikramaditya Singh to allocate funds for the repair and maintenance of the Agriculture Department office in Basantpur.

    Officials from concerned departments presented updates on the progress of various schemes. They were directed to expedite pending works and ensure timely implementation. The meeting also stressed the need to accelerate development in infrastructure, particularly roads, water supply, and other essential facilities in rural areas.

    To improve efficiency, instructions were given to assign clear responsibilities to officials for the effective execution of departmental plans. It was further decided that development works will be reviewed regularly to ensure that the benefits of government schemes reach the public in a timely manner.

    The meeting was attended by Subject Matter Expert Dr. Yadavindra Saini, ADO Yashpal Verma, Panchayat Samiti President Karmchand, Block Technical Manager Bhishma Negi, and committee members Jyotika Verma, Desraj, Khemchand Kashyap, and ATM Pratiksha Sharma, along with other officials and stakeholders who shared their suggestions.

    Cabinet Sub-Committee Reviews Regulation of Construction Activities in Rural Areas

    A meeting of the Cabinet Sub-Committee on the regulation of construction activities in rural areas was held here today under the chairmanship of Revenue Minister Jagat Singh Negi. Housing Minister Rajesh Dharmani and Public Works Minister Vikramaditya Singh were also present.

    During the meeting, the Panchayati Raj Department presented a series of suggestions related to regulating construction activities and planning development in rural areas. The proposals included recommendations on building height limits, mandatory distances from rivers, streams, and rivulets, provision of setback spaces, submission of line diagram maps in rural regions, and other related aspects.

    Secretary Amarjit Singh, Director of Panchayati Raj and Rural Development Raghav Sharma, along with other senior officials, also attended the meeting.

    Marketing Board rebuts allegations in process of digitization tender

     

    HP State Agricultural Marketing Board (HPSAMB) has strongly rebutted the claim regarding irregularities in process of digitization tender floated by the Board.

     

    A Spokesperson of the HPSAMB said today that tender process was not compromised in any way as claimed by the Leader of Opposition. His statement was inaccurate and far from actual realities and the fact is that all the codal formalities have been completed by the evaluation committee for the tender process.

     

    He said the Board has issued a request for proposal for selection of system integrator for design, development, implementation and maintenance of its integrated management system. This RFP was issued in compliance to the announcement made by the Chief Minister in the budget speech of 2024-25.

     

    In order to prepare the tender document, a consultant for said task was hired from HP State Electronics Development Corporation and as per the Himachal Pradesh Financial Rules -2009, a tender committee was constituted to evaluate, award and implement the design, development, implementation and maintenance of integrated management system. The necessary codal formalities as mandated under the financial rules were completed for preparation of the RFP document. After the preparation of the RPF document, the tender committee floated the same by giving wide publicity in the leading newspapers.

     

    The Spokesperson said the tender committee after floating the tender, as per the mandate evaluated the tenders and prospective bidders were finalized after giving them the opportunity to submit their representations with regard to the requirement of mandatory documents as per the RFP document. The committee duly notified for the purpose after due diligence and as per the terms and conditions of the tender document invited the qualified bidders to give technical presentation as required in RFP.

     

    He said that the committee evaluated the bidders on the basis of technical presentation and accordingly qualified bidders as per the terms and conditions of the RFP was given The Letter of Intent (LoI) for the award of the work for the digitization process.

     

    However, after issuance of the LoI, the qualified bidder made representation to the tender committee to include the GST in addition to quoted price citing that same was not mentioned in the Bill of Quantities (BoQ). The appropriate authority taking into the consideration the representation decided that the bidders were required to quote the price for the digitization process inclusive of GST, and hence decided to rescind the tender, as bidder failed to comply with the tender conditions as per the RFP document.

     

    He said that in entire tender process, all mandatory guidelines of the government and financial rules were adhered by the evaluation committee and at no point of time the tender was awarded by taking into consideration the inclusion of the GST, as represented by the qualified bidder, as claimed in the media reports.

     

    Moreover, the committee declined to entertain the request of the Bidder for the inclusion of the GST in the quoted price, and according the tender was rescinded. In the entire process the tender committee comprising of officials drawn from IT department and others drawn from specialized field such as accounts, marketing, legal etc., followed the canons of financial rules in letter and spirit.

    मुख्यमंत्री जयराम ठाकुर ने कहा है कि सरकार कर्मचारियों की हर समस्या सुलझाने के लिए प्रतिबद्ध है और इन समस्याओं को बातचीत से सुलझाया जाएगा। सीएम ने विधानसभा में बताया कि ओपीएस (पुरानी पेंशन) समेत अन्य मुद्दों को लेकर मुख्य सचिव की अध्यक्षता में एक विशेष कमेटी का गठन होगा। सीएम ने कहा कि जब सरकार से बातचीत में कोई बाधा नहीं है तो कर्मचारियों को राजनेताओं के हाथ की कठपुतली बनने से बचना चाहिए।

    राज्यपाल के अभिभाषण पर चर्चा का जवाब देते हुए मुख्यमंत्री जयराम ठाकुर ने कहा कि सरकार ने कर्मचारियों को समय-समय पर अनेकों लाभ दिए हैं। सरकार ने कर्मचारियों के हित में ऐसे कदम उठाए हैं जो कभी किसी सरकार ने नहीं उठाए। ऐसे में कर्मचारी आंदोलन न कर सीधे सरकार के सामने अपने मसले उठाएं।

     

    सीएम ने कहा कि पहले ही कर्मचारियों के कई मुद्दे सुलझाएं जा चुके हैं और बाकी के मुद्दों को सुलझाने का काम जारी है।

     

    *आत्मविश्वास से बोले सीएम*

    जयराम सरकार ने कर्मचारियों के हित में कई सारे फैसले लिए गए हैं। शायद इसीलिए मुख्यमंत्री जयराम ठाकुर पूरे आत्मविश्वास के साथ सदन में यह कहते नजर आए कि उनकी सरकार ने कर्मचारियों को समय-समय पर कई लाभ दिए हैं।

     

    मौजूदा सरकार ने कर्मचारियों को छठा वेतनमान 2016 से देने का फैसला किया। इसके अलावा आईएएस अधिकारियों की तर्ज पर सभी कर्मचारियों को भी डीए 31 फीसदी दिया जा रहा है।

     

    सेवाकाल के दौरान मृत्यु और विकलांगता पर पारिवारिक पेंशन और पेंशन पुरानी पेंशन की तर्ज पर दी जानी है। पेंशनभोगियों को भी संशोधित पेंशन दी जा रही है। नए वेतनमान से जुड़ी विसंगतियों को भी सुलझाया जा रहा है।

     

    कांग्रेस कार्यकाल से चले आ रहे पुलिस पे बैंड के मुद्दे को भी जयराम सरकार ने ही हल किया है। जेबीटी में इंटर डिस्ट्रिक्ट ट्रांसफर पॉलिसी शुरू की गई है। कॉन्ट्रैक्ट पीरियड को भी 3 साल से घटाकर 2 वर्ष किया गया।

     

    *विपक्ष पर सीएम का तंज*

    मुख्यमंत्री जयराम ठाकुर ने विधानसभा में कांग्रेस पर तंज कसते हुए कहा कि कांग्रेस के विधायक अपनी सरकार की एक भी योजना गिनाएं, जिसे आज याद किया जाता है। इस दौरान सीएम ने वर्तमान सरकार की हिमकेयर और सहारा जैसी कई योजनाओं का जिक्र किया।

    भारतीय वन सेवा संघ के सदस्यों ने यहां शिमला में अपनी नई कार्यकारी समिति नियुक्त की।अजय श्रीवास्तव प्रबंंध निदेशक  वन निगम हिमाचल प्रदेश को इसके नए अध्यक्ष के रूप में नियुक्त किया गया है।

    वन विभाग हिमक्ला प्रदेश  की प्रमुख डॉ सविता  ने उन्हें बधाई दी। उन्होंने एसोसिएशन के अध्यक्षा  के रूप में अपना दो साल का कार्यकाल भी  पूरा किया उन्होंनें उन्होंनें नई कार्यकारी समिति को शुभकामनाएं दीं और कहा कि एसोसिएशन अपने सदस्यों के  लिए लगातार काम करेगी।

    अनिल ठाकुर मुख्या अरण्यपाल वन्य प्राणी  मुख्यालय एसोसिएशन के नए उपाध्यक्ष होंगे। राजेश शर्मा मुख्य अरण्यपाल  वित्त संघ के नए महासचिव हैं। के थिरुमल और  कृष्ण कुमार को क्रमशः संघ के संयुक्त सचिव और कोषाध्यक्ष बनाया गया ।

    बसु कौशल, रमन शर्मा, ऐश्वर्या राज और शाहनवाज अहमद नई कार्यकारणी के  कार्यकारी सदस्य के रूप में काम करेंगे।एसोसिएशन के महासचिव राजेश शर्मा ने कहा कि एसोसिएशन के सदस्यों ने उन्हें एक जिम्मेदारी सौंपी है और वे उसे का पूरा  करने की पूरी कोशिश करेंगे। एसोसिएशन का कार्यकाल दो साल का होगा। उन्होंने कहा कि एसोसिएशन के अधिकारियों की जिम्मेदारी है कि वे जंगलों और पर्यावरण की रक्षा के लिए अपनी टीम का नेतृत्व करें। उनके अनुसार नेता केवल तभी सफल हो सकते हैं जब वे अपनी चिंताओं से मुक्त होंगे। उन्होंने कहा कि वे  एसोसिएशन सदस्यों की उचित मांगों को सरकार तक पहुंचाएंगे .
