    Shimla, July 15: The Himachal Pradesh government on Wednesday ordered the transfer and posting of 11 Indian Forest Service (IFS) and Himachal Pradesh Forest Service (HPFS) officers with immediate effect in a significant administrative reshuffle in the Forest Department.

     

    According to a notification issued by the Department of Forest, the transfers have been made on the recommendations of the Civil Services Board and approved by the Governor of Himachal Pradesh in the public interest.

     

    Among the key changes, Rajeev Kumar (IFS, 2016) has been shifted from DCF (Territorial), Bilaspur to Director (Central), HPSFDC Ltd., Mandi.

     

    Other major transfers include:

    Signals strict action against inactive staff

    Dr. Sanjay Sood, Head of the Forest Force and Chief Project Director of the JICA Forestry Project, has directed officials to complete all pending works under the Kinnaur Forest Division at the earliest. Dr. Sood is currently on a three-day visit to Kinnaur.
    While chairing a departmental and project review meeting in Kalpa on Sunday, he instructed officials to ensure effective implementation of the Himachal Pradesh government’s flagship schemes, including the Rajiv Gandhi Forest Conservation Scheme, the Chief Minister Forest Expansion Scheme, and the Rajiv Gandhi Green Adoption Scheme.

    Dr. Sood emphasized the need to accelerate the state’s green mission by planting the maximum possible number of saplings during the current monsoon season in Kinnaur. He said the Forest Department is playing a key role in achieving the state’s target of increasing forest cover to 32% by 2030, and stressed that all officers and forest personnel in Kinnaur must work with dedication to meet this goal.

    During the meeting, Dr. Sood also reviewed the progress of activities being carried out under the JICA Forestry Project in Kinnaur. He noted that the project is making significant contributions to forest conservation and livelihood improvement. He also directed officials to take strict action against inactive or non-performing staff associated with the project.

    The meeting was attended by DFO Kinnaur Arvind Kumar, ACF Kinnaur Karn Kapoor, retired HPFS officer C.M. Sharma, SMS Kinnaur Radhika Negi, FTU Coordinators and other project officials and staff.

    Shimla/Kasauli: A massive forest fire that broke out in the Manon area of Kasauli on Tuesday triggered panic across the hill town, prompting the Army and the Indian Air Force to launch a large-scale rescue and firefighting operation.

     

    The blaze, which reportedly started in the lower forest region, spread rapidly due to strong winds and dry vegetation, engulfing a large stretch of forest land and reaching the Upper Mall area by evening. Thick smoke and towering flames created panic among residents and tourists in the popular hill destination.

     

    As the situation worsened, teams from the Army, Air Force and the Cantonment Board Fire Brigade rushed to the spot to contain the fire. More than 200 Army personnel were deployed in the affected area to prevent the flames from spreading further.

     

    In a major firefighting effort, an Air Force helicopter carried out four rounds of aerial water dumping after collecting water from the Chandimandir area. Officials said the operation helped partially control the blaze, though the fire could not be fully extinguished till late night.

     

    Army officials stated that gusty winds and dry forest cover made firefighting operations extremely challenging. Relief teams continued monitoring the affected area overnight to ensure the fire did not reignite.

     

    Local residents said incidents of forest fires are common in the Manon region during summer, but this blaze was among the most severe witnessed in recent years. Villagers expressed relief that the armed forces responded in time, warning that the fire could otherwise have spread to nearby inhabited areas.

     

    Kasauli, one of Himachal Pradesh’s major tourist destinations, has witnessed growing concern over recurring forest fires, raising questions over environmental protection and disaster preparedness in ecologically sensitive regions. Authorities are now expected to investigate the cause of the fire.

    The Rohru Forest Division has strongly condemned the assault on a forest guard while he was performing his official duty to protect forest resources. The incident involved Forest Guard Rohit Nainta, posted at Tikker Beat, who was allegedly attacked while discharging his lawful responsibilities.

    In a statement, the Rohru Forest Division termed the assault a cowardly act and said that violence against frontline forest staff is completely unacceptable and amounts to a direct attack on the rule of law.

    Forest officials highlighted that personnel of the Rohru Division work in extremely challenging terrain and conditions to safeguard forests, wildlife and public resources that belong to the people. Any attempt to intimidate, obstruct or assault forest officials while performing their duties will be taken very seriously.

    The department also expressed solidarity with the injured forest guard and praised the courage and dedication of frontline forest staff who continue to protect precious natural resources despite difficulties.

    Officials confirmed that necessary legal action has been initiated against those responsible, and the matter will be pursued to its logical conclusion.

    The Rohru Forest Division has appealed to citizens to support and respect forest officers and staff entrusted with conserving the region’s invaluable natural heritage.

    हिमाचल की राजधानी शिमला में एक हैरानी करने वाला का कारनामा सामने आया है। शिमला के खलीनी में फारेस्ट कॉलोनी में रहने वाले एक व्यक्ति ने कुत्ते को गोली मार दी है।

    इस घटना की सूचना लोअर खलीनी में रहने वाले एक व्यक्ति ने पुलिस को दी। उसकी शिकायत पर न्यू शिमला पुलिस ने तुरंत कार्रवाई करते हुए एफआईआर दर्ज कर ली। एफआईआर में आर्म्स एक्ट भी लगाया गया है। पुलिस ने मामला दर्ज करके जाँच शुरू कर दी है है।

    लोअर खलीनी में रहने वाले सन्नी ने पुलिस को दी शिकायत में कहा है कि बुधवार दोपहर बाद लगभग 3.40 बजे उन्होंने फॉरेस्ट कॉलोनी के पास तेज़ आवाज सुनी और मौके पर पाया कि एक कुत्ते को गोली मार दी गई है जिससे उसकी मौत हो गई है।

    सनी ने कहा की उसने एक एक व्यक्ति फारेस्ट कॉलोनी में देखा गया, जिसके हाथ में बंदूक थी। न्यू शिमला के एसएचओ ने बताया कि इस घटना को लेकर आईपीसी की धारा 429 (पशु बध) और आर्म्स एक्ट में मामला दर्ज कर कार्रवाई अमल में लाई जा रही है। जांच टीम मौके पर पड़ताल कर रही है। इस मामले में अभी किसी को हिरासत में नहीं लिया गया है।

    शिमला: मुख्यमंत्री सुखविंदर सिंह सुक्खू ने कहा है कि प्रदेश सरकार वनों के संरक्षण और संवर्धन के लिए एकीकृत कार्ययोजना पर काम कर रही है और जल्द ही वनों को आग, बाढ़ तथा भूस्खलन से बचाने के लिए नई नीति लाएगी। वे मंगलवार को विधानसभा में नियम 130 के तहत विधायक इंद्रदत्त लखनपाल द्वारा लाए गए प्रस्ताव पर हुई चर्चा का जवाब दे रहे थे।

     

    मुख्यमंत्री ने कहा कि आपदाओं के प्रभावी प्रबंधन और इससे जुड़े मामलों के आकस्मिक उपचार के लिए सरकार द्वारा अनेक कदम उठाए जा रहे हैं। उन्होंने कहा कि प्रदेशवासियों को प्राकृतिक आपदा से निपटने के लिए विभिन्न माध्यमों से जागरूक भी किया जा रहा है।

     

    उन्होंने कहा कि प्रदेश में चीड़ के जंगलों में चीड़ की पत्तियां आग का मुख्य कारण हैं। इन पत्तियों को एकत्रित करने और वन भूमि से हटाने के लिए सरकार ने एक नई नीति बनाई है। इसके तहत पाइन नीडल आधारित उद्योग लगाने के लिए पूंजी निवेश पर 50 फीसदी सब्सिडी देने का प्रावधान किया गया है। इस योजना के तहत ईंधन के ब्रिकेट्स बनाने की पांच इकाइयां अब तक स्थापित की जा चुकी हैं।

    वन विभाग में महज 23 दिन बाद ही फिर से नए प्रधान मुख्य अरण्यपाल (पीसीसीएफ) की तलाश शुरू हो गई है। दो फरवरी को पदभार संभालने वाले वीके तिवारी 28 फरवरी को रिटायर हो जाएंगे। वन विभाग में अभी तक पीसीसीएफ का ओहदा संभालने वाले अधिकारियों में उनका कार्यकाल सबसे कम रहेगा। वह महज 26 दिन तक ही इस पद पर रह पाए हैं। 1986 बैच के आईएफएस अधिकारी मौजूदा पीसीसीएफ वीके तिवारी ने दो फरवरी को इस पद का कार्यभार संभाला था। अब नया पीसीसीएफ बनने के लिए जो अधिकारी कतार में हैं, उनमें चार नाम प्रमुखता से चल रहे हैं। इनमें सबसे पहला नाम केंद्र सरकार में सेवारत समीर रस्तोगी का है। हालांकि रस्तोगी ने अभी तक इस पद के लिए आवेदन नहीं किया है। इसके बाद राजीव कुमार और पवनेश कुमार शामिल हैं। पवनेश कुमार वन निगम में प्रबंध निदेशक के पद पर कार्यरत हैं, जबकि राजीव कुमार इस समय वन्य प्राणी विभाग के पीसीसीएफ के तौर पर सेवाएं दे रहे हैं।

     

    दोनों ही अधिकारी 1988 और 1989 बैच के हैं। वीके तिवारी की नियुक्ति के समय भी दोनों अधिकारी पीसीसीएफ बनने की दौड़ में शामिल थे, लेकिन प्रदेश सरकार ने केंद्र में सेवारत वीके तिवारी को सेवानिवृत्ति से ठीक पहले इस बड़े ओहदे पर बिठाने का फैसला किया। इन तीन अधिकारियों के अलावा चौथा नाम अमिताभ गौतम का भी है। अमिताभ गौतम प्रधान मुख्य वन अरण्यपाल प्रशासन का जिम्मा संभाल रहे हैं। फिलहाल, वन विभाग प्रमुख बनने की इस रेस पर अंतिम फैसला राज्य सरकार को लेना है और इसके लिए कदमताल शुरू हो गई है। 28 फरवरी को वीके तिवारी की सेवानिवृत्ति से ठीक पहले प्रदेश सरकार नए पीसीसीएफ की तैनाती करेगी। नए पीसीसीएफ के पद पर 27 फरवरी तक फैसला आने की उम्मीद है और सेवानिवृत्ति के साथ ही नए पीसीसीएफ के नाम का ऐलान भी राज्य सरकार को करना होगा। फिलहाल इस पद के लिए कतार में चार लोग शामिल हैं, लेकिन दो अधिकारियों में मुख्य मुकाबला चल रहा है और अब देखना यह है कि राज्य सरकार किसके हिस्से में फैसला लेती है।

    गौरतलब है कि लगभग 59 जो ओ ए आई टी की वरिष्ठता का यह मामला पिछले एक वर्ष से वन विभाग उअर सचिवालय के चक्कर काट रहा था लेकिन इसे सुलझाने के लिए कोई रास्ता निकल नहीं पा रहा था | हिमाचल प्रदेश वन विभाग मिनिस्ट्रियल स्टाफ एसोसिएशन वन विभाग के मुखिया अजय श्रीवास्तव से इस मामले को सुलझाने के लिए प्रयासरत थी| एसोसिएशन के आग्रह पर यह मामला जिला समाहर्ता (वन ) उमेश के शर्मा से कानूनी सलाह के लिए भेजा गया, जिसे उन्होंने अविलम्ब सुलझा कर वन विभाग मुखिया को हरी झंडी दे दी | हिमाचल प्रदेश वन विभाग मिनिस्ट्रियल स्टाफ एसोसिएशन के अध्यक्ष प्रकाश बादल ने जिला समाहर्ता का आभार व्यक्त करते हुए बताया कि उनकी एसोसिएशन इसी प्रकार कर्मचारियों के हित में सही निर्णय लेने वाले अधिकारियों को सम्मानित करती रहेगी ताकि कर्मचारी हित में सही निर्णय लेने वाले अधिकारियों ,का उनकी कार्यकुशलता और कर्मचारी हित में काम करने का जज्बा बरकरार रह सके|

    रोहड़ू उपमंगल के मलखून गांव में भाभी की हत्या कर फरार हुए देवर ने खुदकुशी कर ली है। आरोपी का शव रोहड़ू क्षेत्र में जंगल में पेड़ पर लटका मिला।

    पुलिस सूत्रों के मुताबिक सोमवार सुबह कुछ लोगों ने पेड़ पर लटके शव को देखकर पुलिस को सूचना दी, जिसके बाद पुलिस ने मौके पर पहुंचकर शव को कब्जे में लिया और जांच शुरू कर दी । पुलिस के एक अधिकारी ने आरोपित द्वारा खुदकुशी किए जाने की पुष्टि की है। आरोपित की पहचान अभिषेक (24) के रूप में हुई है।ते

    बता दे बीते कल  अभिषेक ने 25 वर्षीय प्रिया पर कुल्हाड़ी के कई प्रहार किए, जिससे उसकी मौके पर मौत हो गई थी। प्रिया अभियुक्त अभिषेक के चचेरे भाई की पत्नी थी। प्रिया की चार साल की एक बच्ची है। वारदात को अंजाम देने के बाद अभिषेक घटनास्थल से फरार हो गया था। वहीं पुलिस ने उसके विरुद्ध हत्या का मामला दर्ज किया है।

    पुलिस इस मामले में अभिषेक को तलाश कर रही थी। सोमवार को ग्रामीणों ने सूचना दी कि जंगल में एक युवक का शव पेड़ से लटका हुआ है। मृतक की शिनाख्त कर पुलिस द्वारा आगामी कार्रवाई अमल में लाई जा रही है।

    शिमला में एक विवाहिता को एक युवक जबरदस्ती जंगल में ले गया और वहां उसके साथ दुष्कर्म किया। विवाहिता के साथ दुष्कर्म करने के बाद आरोपी ने मुंह खोलने पर जान से मारने की धमकी भी दी । यह मामला राजधानी से सटे सदर थाना क्षेत्र के लॉन्गवुड का है। पुलिस ने विवाहिता की रिपोर्ट पर ललित नामक युवक के खिलाफ दुष्कर्म व जान से मारने की धमकी देने का प्रकरण दर्ज किया है।

    पुलिस को दी गई शिकायत के मुताबिक 30 दिसम्बर की शाम पीड़िता ड्यूटी से घर जा रही थी। शाम करीब सात बजे लॉंगवुड में ललित नामक शख्स पीड़िता को मिला और वह जबरन उसे जंगल की तरफ ले गया, जहां उसने पीड़िता को अपनी हवस का शिकार बनाया और इसके बारे में किसी को कुछ भी बताने पर जान से मारने की धमकी दी।
