    बजट सत्र हंगामेदार रहने वाला है

    हिमाचल प्रदेश में विधानसभा सत्र, 14 मार्च से शुरू होने जा रहा है। बताया जा रहा है इस बार विधानसभा सत्र हंगामेदार रहेगा क्योंकि पिछली सरकार ने जो 600 से अधिक संस्थान खोले थे उसे सुखविंदर सिंह सुक्खू की सरकार ने बंद कर दिया है। यह मुद्दा इस बार विधानसभा में हंगामेदार रहेगा।

    यह सुखविंदर सिंह सुक्खू  सरकार का पहला बजट है । इस बजट सत्र में 18 बैठकों होंगी जो 6 अप्रैल को समाप्त होगी। मुख्यमंत्री जिनके पास वित्त विभाग भी है 17 मार्च को वर्ष 2023-24 के लिए बजट पेश करेंगे।

    इस बार विधानसभा में 600 संस्थानों को डिनोटिफाई करने के मुद्दे को लेकर भाजपा और कांग्रेस आमने-सामने होगी। राज्य की खराब वित्तीय स्थिति पर एक श्वेत पत्र पेश करके सरकार द्वारा भाजपा के हमले का मुकाबला करने की संभावना है।

    सीएम सुखविंदर सिंह सुक्खू ने अपनी सरकार के फैसले का बचाव करते हुए कहा, “इनमें से अधिकांश संस्थान पिछले छह महीनों में खोले गए और वह भी बिना किसी कर्मचारी या बजट प्रावधान के।”

    जहां कॉन्ग्रेस, भाजपा सरकार पर गलत मिसाल कायम करने का आरोप लगा रही है, वहीं कांग्रेस ने पलटवार करते हुए कहा है कि राज्य की वित्तीय व्यवस्था इन संस्थानों का बोझ नहीं उठाने देती।

    संस्थानों को कैबिनेट की पूर्व स्वीकृति और जनहित में खोला गया था। उनके बंद होने से लोगों को असुविधा होगी, ”बीजेपी विधायक रणधीर शर्मा का दावा है।

    पूर्व सीएम जय राम ठाकुर पहले ही ऐलान कर चुके हैं कि सत्ता में वापसी पर इन संस्थानों को बीजेपी फिर से खोलेगी।

    लोकसभा चुनाव से पहले लोगों को किए गए 10 वादों को पूरा नहीं करने पर भी भाजपा कांग्रेस से जवाबदेही मांगेगी।

    यह 18 से 60 वर्ष की आयु की महिलाओं को 1,500 रुपये मासिक सहायता, एक लाख नौकरियां और लोगों को 300 यूनिट मुफ्त बिजली देने के मुद्दे पर जवाब मांगेगा। पेपर लीक मामले के बाद हमीरपुर में कर्मचारी चयन बोर्ड को खत्म करने का मुद्दा भी सदन में जोर-शोर से उठाए जाने की संभावना है।

    हिमाचल प्रदेश के यशस्वी मुख्यमंत्री ठाकुर सुखविंदर सिंह सुक्खू इसे बार-बार चरितार्थ करते रहते हैं। शुक्रवार को राज्य अतिथि गृह पीटर हॉफ में मुख्यमंत्री ने एक बार फिर यह साबित कर दिया कि सत्ता का रंग न उन पर चढ़ा है, न चढ़ेगा। सुखविंदर सुक्खू यहां जनसमस्याएं सुन रहे थे। जैसे ही वह लोगों की लंबी कतार के अंत में पहुंचे, अधिकारियों के एक प्रतिनिधिमंडल ने अपनी बात रखनी शुरू की। मसला गंभीर होने के कारण मुख्यमंत्री ने इसे इत्मिनान से सुनना चाहा। जहां वह खड़े थे, उससे कुछ ही दूरी पर उनके बैठने के किए कुर्सियों का प्रबंध था। लेकिन, उन्होंने कुर्सी पर बैठने के बजाय पास ही लगे एक बैंच पर बैठकर अधिकारियों की बात सुननी शुरू कर दी। उन्होंने साथ में कुछ अधिकारियों को भी बिठा लिया। इसे देखकर आसपास खड़े लोग कहने लगे कि मुख्यमंत्री हो तो ऐसा।

    सुखविंदर सिंह सुक्खू मुख्यमंत्री बनने के बाद पहले भी कई बार अपनी सादगी का परिचय दे चुके हैं। उनका घागस में बिलासपुर रोड पर बागी बिनौला में बहादुर ढाबे पर मक्की की रोटी व माह की दाल और कड़ी के साथ डिनर करना, श्रीनगर में फाइव स्टार होटल में न रुककर आम सरकारी गेस्ट हाऊस में रात को रुकना, चार्टड प्लेन से न आकर साधारण फ्लाइट से दिल्ली आना लोगों के दिल को छू चुका है।

    मुख्यमंत्री सुखविंदर सिंह सुक्खू की अध्यक्षता में कैबिनेट की अहम बैठक आज दोपहर को राज्य सचिवालय में होगी। यह वर्तमान सरकार की दूसरी कैबिनेट बैठक है।

     

    आज की बैठक में हालांकि एजेंडा कम है। बुधवार शाम तक सामान्य प्रशासन विभाग की तरफ से एजेंडा की लिस्ट सर्कुलेट नहीं हुई थी और कहा जा रहा था कि मुख्यमंत्री सुखाश्रय स्कीम में संशोधन के लिए इस कैबिनेट में भेजा जा रहा है, लेकिन इसके अलावा बिना एजेंडा भी बड़े फैसले कैबिनेट ले सकती है। इस बार नई सरकार का पहला बजट सत्र लंबी अवधि का नहीं होगा। लेकिन बजट सत्र का शेड्यूल मंत्रीमंडल फाइनल करेगा।

    इसके अलावा पूर्व भाजपा सरकार के आखिरी साल में खुले शैक्षणिक संस्थानों को बंद करना है या डिफंक्ट करना है या ऐसे ही आगे चलाना है, इस पर भी कैबिनेट फैसला ले सकती है।

    बजट से पहले मुख्यमंत्री का पूरा फोकस उनके फ्लैगशिप कार्यक्रमों को लेकर है। इसमें इलेक्ट्रिक व्हीकल चार्जिंग स्टेशन, राजीव गांधी डे बोर्डिंग स्कूल और हर जिला मुख्यालय पर हेलीपैड का निर्माण करना शामिल है। इसके साथ ही सीमेंट विवाद पर मंत्री स्तर पर हुई बातचीत के बाद कैबिनेट के सहयोगियों से भी मुख्यमंत्री सलाह कर सकते हैं। हमीरपुर कर्मचारी चयन आयोग पर भी चर्चा संभव है। सबसे अहम बात यह है कि कैबिनेट को लेकर एजेंडा गुरुवार सुबह ही मंत्रियों को मिलेगा। अब मुख्यमंत्री अधिकांश फैसले आगामी बजट सत्र को ध्यान में रखकर लेंगे।

    To resolve the deadlock over freight charges between the Cement Company and Truck operator Unions, Chief Minister, Thakur Sukhvinder Singh Sukhu has urged all the legislators of Bilaspur district to participate in the meeting to be held on 3rd February, 2023 at 4 PM in his office.

    Earlier, Chief Minister held detailed discussions with the representatives of both Darlaghat Truck Operators and ACC Barmana Truck Operators Union late on Wednesday evening, and asked them to consult all the stakeholders to reach a common consensus on freight rates and submit a proposal to the government. The operator unions sought two days time to place their proposal before the state government after consultations with all the stakeholders.

    He said that the Government was making concerted efforts to resolve the stalemate amicably at the earliest. The truck operators lauded the efforts being initiated by the state Government and expressed gratitude to the Chief Minister for prioritizing to resolve the issue pertaining to both the parties.

    Industries Minister, Harshwardhan Chauhan, Chief Parliamentary Secretary, Sanjay Awasthi, MLAs Rajesh Dharmani, Inder Dutt Lakhanpal, Principal Secretary Transport, R.D.     मुख्यमंत्री ठाकुर सुखविंदर सिंह सुक्खू ने वार्षिक योजना 2023-24 के लिए ऊना तथा हमीरपुर जिला के विधायकों की प्राथमिकताओं को निर्धारित करने के लिए आज यहां आयोजित बैठक की अध्यक्षता की।

    बैठक में विधानसभा क्षेत्र गगरेट के विधायक चैतन्य शर्मा ने कहा कि मुबारकपुर में मल निकासी योजना की नितांत आवश्यकता है। उन्होंने क्षेत्र के लिए चरणबद्ध तरीके से 50 मिनी ट्यूबवैल लगाने का आग्रह किया। उन्होंने चार सड़कों और दो फ्लाइओवर बनाने का प्रस्ताव भी किया। उन्होंने कहा कि क्षेत्र में स्कूल के निर्माण के लिए भूमि अधिग्रहण शुरू हो गया है और इलेक्ट्रिक वाहनों के चार्जिंग स्टेशन के लिए दो स्थलों का चयन कर लिया गया है।

    ऊना सदर से विधायक सतपाल सिंह सत्ती ने एएंडईएस मिलने में देरी का मुद्दा उठाया। इस पर मुख्यमंत्री ने एएंडईएस को समयबद्ध करने के निर्देश दिए। सतपाल सिंह सत्ती ने कहा कि ऊना के लिए बाईपास की भी आवश्यकता है।

    कुटलैहड़ के विधायक देवेंद्र भुट्टो ने उप पुलिस अधीक्षक कार्यालय और सब जज न्यायालय खोलने का आग्रह किया और कहा कि इसके लिए भवन उपलब्ध है। उन्होंने कहा कि क्षेत्र में कोई बड़ा खेल का मैदान नहीं है और यहां एक अच्छा खेल मैदान बनाने की आवश्यकता है।

    हमीरपुर जिला

    भोरंज विधानसभा क्षेत्र से विधायक सुरेश कुमार ने क्षेत्र के लिए 24 घंटे पेयजल आपूर्ति की योजना बनाने का प्रस्ताव किया। उन्होंने कहा कि विधायक 150 करोड़ रुपये की योजनाएं स्वीकृत कर सकते हैं और यह सीमा पूर्ण हो चुकी हैं, जिसे बढ़ाया जाना चाहिए।

    सुजानपुर से विधायक राजेंद्र राणा ने कहा कि उनके क्षेत्र में नाबार्ड के माध्यम से कम पैसा खर्च हुआ है। उन्होंने कहा कि क्षेत्र के लिए सात सड़कों की विस्तृत परियोजना रिपोर्ट तैयार है, लेकिन नाबार्ड से धनराशि स्वीकृत होकर नहीं आ रही है, जिसे तुरंत जारी किया जाए। उन्होंने कहा कि सुजानपुर में टाउन हॉल का निर्माण कार्य छह साल से लम्बित है और 75 लाख रुपये व्यय नहीं हुए हैं। मुख्यमंत्री ने उपायुक्त को इस पर विस्तृत रिपोर्ट बनाकर भेजने को कहा। राजेंद्र राणा ने सिविल अस्पताल सुजानपुर की क्षमता 50 बिस्तर से बढ़ाकर 100 बिस्तर करनेे का प्रस्ताव भी किया।

    हमीरपुर विधानसभा क्षेत्र के विधायक आशीष शर्मा ने ताल में वेटनरी कॉलेज खोलने का प्रस्ताव करते हुए कहा कि इसके लिए पशु पालन विभाग के पास पर्याप्त भूमि उपलब्ध है। उन्होंने झगड़याणी स्कूल में विज्ञान प्रयोगशाला तथा अणु को मल निकासी योजना से जोड़ने का आग्रह किया। उन्होंने हमीरपुर में शहीद स्मारक बनाने और नए बस अड्डे का प्रस्ताव भी किया।

    बड़सर के विधायक इंद्र दत्त लखनपाल ने बड़सर में बस अड्डे के निर्माण का प्रस्ताव किया। उन्होंने भवनों के रखरखाव, विशेष रूप से स्कूलों के भवनों के लिए धनराशि का प्रावधान करने का आग्रह किया। मुख्यमंत्री ने शिक्षा विभाग को 15 फरवरी, 2023 तक प्रदेश के पहली कक्षा से 12वीं कक्षा तक के सभी स्कूलों में बच्चांे के बैठने की व्यवस्था व स्कूलों के भवन की स्थिति का ब्यौरा प्रस्तुत करने के निर्देश दिए। उन्होंने जल शक्ति विभाग की योजनाओं में मुरम्मत के लिए धन का प्रावधान करने का भी आग्रह किया। उन्होंने स्वास्थ्य संस्थानों में पर्याप्त स्टाफ उपलब्ध करवाने, नई पार्किंग के निर्माण और प्रत्येक विधानसभा क्षेत्र में टाउन हॉल बनाने की आवश्यकता पर बल दिया।

    हिमाचल प्रदेश सचिवालय में कार्यालय मैं मैं कुछ अधिकारी व कर्मचारी शराब पीकर आने लगे हैं। इन अधिकारी व कर्मचारियों की शिकायत हुई है।

    पाली प्रशासन विभाग ने इस शिकायत पर कड़ा संज्ञान लिया है और सभी प्रशासनिक सचिवों को इस संबंध में एक चिट्ठी भी भेजी है। इस चिट्ठी में चेतावनी दी गई है कि अगर कोई भी अधिकारी शराब पीकर आया तो उसके खिलाफ  सीसीएस कंडक्ट रूल्स के तहत कड़ी कार्रवाई की जाएगी।

    प्रशासन ने इस संबंध में एक चिट्ठी सभी प्रशासनिक सचिवों सभी शाखा अनुभाग अधिकारियों निजी सचिवों आदि को लिखी है। चिट्ठी में लिखा गया है कि प्रशासन के ध्यान में कुछ ऐसे मामले सामने आए हैं जहां पर अधिकारी व कर्मचारी शराब पीकर सचिवालय आ रहे हैं।

    यह कार्य नैतिकता के नियमों के खिलाफ है। सभी अधिकारियों को इस मामले में सावधान रहने को कहा गया है।

    कुछ दिन पहले यह मामला सीएम कार्यालय में भी ध्यान में लाया गया था। इस पर मुख्यमंत्री सुखविंद्र सिंह सुक्खू ने खुद गंभीरता दिखाते हुए इस बारे में अधिकारियों को उचित व्यवस्था बनाने के निर्देश दिए थे। अब सचिवालय प्रशासन विभाग ने इस संबंध में अधिकारियों को चिट्ठी भेजी है।

    हमीरपुर:

    मुख्यमंत्री सुखविंदर सिंह सुक्खू के गृह क्षेत्र नादौन में आंत्रशोथ अपनी रफ्तार पकड़ ली है। गत दिवस के अलावा अन्य क्षेत्रों में आंत्र शोथ के कारण रविवार को रोगियों की संख्या 700 पार कर गई है। गत दिवस यह आंकड़ा 150 तक था। यानी अब तक लगभग 800 लोग प्रभावित हो चुके हैं। आंत्रशोथ फैलने से जलशक्ति व स्वास्थ्य विभाग हड़कंप मच गया है।

     

    हैरानी की बात तो यह है कि अब उन क्षेत्रों के लोग भी प्रभावित हैं जहां रंगस पेयजल योजना से पानी की आपूर्ति नहीं की जाती है। नए क्षेत्रों में दंगड़ी, भूंपल के भी कई गांव प्रभावित हैं। वही रंगस के निकट बलाहर, बटवाल, खैरी, बही टप्पर आदि गांवों में भी 200 के करीब नए रोगियों की पहचान हुई है। इसके अलावा बलौन, पन्याला आदि ग्रावों में भी रोगी बढ़े हैं। स्वास्थ्य विभाग की विभिन्न टीमें गांव गांव जाकर रोगियों की पहचान करके उन्हें दवाइयां बांट रही हैं। हालांकि सुखद बात यह है कि अभी तक किसी भी रोगी में कोई गंभीर लक्षण नहीं पाए गए हैं।

     

    उधर जल शक्ति विभाग के सीनियर इंजीनियर नीरज भोगल की अगुवाई में एसडीओ रविंदर कुमार सहित अन्य अधिकारियों ने रंगस पेयजल योजना का बारीकी से निरीक्षण किया तथा पानी के सोर्स तक गहन जांच की गई परंतु वहां ऐसा कुछ भी पाया नहीं गया जिससे कहा जा सके कि दूषित पेयजल के कारण यह रोग फैला है। इतना ही नहीं विभागीय जांच में पानी के सैंपल की जांच में भी अभी तक कुछ नहीं मिला है। इस संबंध में नीरज भोगल ने बताया कि सैंपल में अभी तक के परीक्षणों में कुछ विपरीत नहीं मिला है।अब इन सैंपल को स्टैट लैब कंडाघाट भेजा जा रहा है। उन्होंने बताया कि फिलहाल पेयजल योजना को बंद रखा गया है और क्षेत्र में टैंकरों के माध्यम से पेयजल की आपूर्ति की जा रही है। वही बीएमओ डॉक्टर के के शर्मा ने बताया कि नए रोगियों के पहचान की जा रही है और विभाग की टीम में घर-घर जाकर दवाइयां बांट रही है।

     

    पता चला है कि उप मुख्यमंत्री मुकेश अग्निहोत्री ने जलशक्ति विभाग के अधिकारियों से इस संबंध में रिपोर्ट भी तलब की है। उन्होंने विभाग को स्पष्ट निर्देश दिए हैं कि लोगों को पीने का पीना साफ सुथरा उपलब्ध करवाएं और उनके स्वास्थ्य से कोई खिलवाड़ ना करें और जो भी लापरवाही बरतेगा उसके विरूद्ध विभागीय कारर्वाई अमल में लाई जाएगी। उपमुख्यमंत्री के दिशा निर्देश मिलते ही जल शक्ति विभाग के अधिकारी हरकत में आ गए हैं और धरातल पर दौरा करके पानी का निरीक्षण कर रहे हैं।

    Chief Minister Thakur Sukhvinder Singh Sukhu conveyed his greetings to the people of the State on the occasion of 53rd Statehood Day celebration held at Hamirpur, today. He unfurled the National Flag and took salute from the contingents of Police, Home guards, Jawans of IRB Skoh, NCC cadets, Scouts & Guides led by DSP Ankit Sharma during an impressive march past.

    The Chief Minister while addressing the gathering said that people of Himachal Pradesh have contributed immensely in the development journey of the state. He also mentioned of the enormous contribution of the first Chief Minister, Dr. YS Parmar in the progress of the hill state. “It was on 11th December 2022 when the new government took over the reign of this hill state and from the very first day started to work for revamping the derailed system” said the Chief Minister. As per the Government’s pledge for zero tolerance against corruption, stringent measures were being adopted to eliminate this social evil.

    The suspension of Himachal Pradesh Staff Selection Commission, which was the hub of corruption and was selling jobs, was the first in this direction against corruption. “Now the selection will be ensured purely on the basis of merit, in a fair and transparent manner” reiterated the Chief Minister.

    Even the economic health of the state was in utter disarray because of the extravagant spending by the previous government that has led to legacy debt of around 75000 crore, said he. Apart from this, the liability of paying the arrears of Rs. 4,430 crore to the employees, Rs. 5,226 crore of pensioners and Rs. 1,000 crore DA of both is on the present State Government. As many as 900 institutions were opened by BJP in the last 9 months of its tenure, without any budgetary provision, due to which the state has to bear an additional burden of Rs. 5,000 crore. Moreover, approximately Rs. 8,000 crore of NPS is held up with the Central Government. Despite all these challenges, the State Government has fulfilled its commitment to restore the old pension scheme, thereby benefitting 1.36 lakh employees, said the Chief Minister.

    He said, restoring the OPS was not a political decision, but the State Government intends to protect the self-esteem of the Government employees besides providing them the social security as they play a pivotal role in the development of State. The Government was forced to take some tough decisions for generating the resources to fulfill its promises, but tough decisions are inevitable, said the Chief Minister.

    The Government has set up Chief Minister’s Sukh-Ashray Sahayata Kosh with an outlay of Rs. 101 crore for providing higher education to beneficiaries of the Kosh for Vocational training in engineering colleges, IIIT, NIT, IIM, IIT, polytechnic institutes, nursing and degree colleges’ etc. The state government will play the role of a guardian for the children living in old age homes and shelter homes, destitute women and children said the Chief Minister, adding that an apparel allowance of Rs. 10 thousand per person per year would be given to these inmates, besides Rs. 500 as festival allowance so that they could also celebrate the festivals, like others, he said.

    The Government has decided to open Rajiv Gandhi Model Day-Boarding Schools in each assembly constituency in a phased manner for providing education to the poor children.

    Stressing on the employment generation, the Chief Minister said that job-oriented education was the need of the hour so the Government has decided to introduce Technical courses, such as Robotics, Block Chain Technology, Cyber Security, Cloud Computing, Data Science, Artificial Intelligence and Machine Learning in the curriculum of ITI, Polytechnic, and Engineering Colleges. Besides, the Government intends to boost the tourism sector in order to provide employment opportunities to the local people on a large scale and the tourism projects will be linked with the start-up scheme for the youth.

    We are also trying to promote investment in the private sector and the government will bring a new investment policy, aiming at an ease of doing business.

    The Chief Minister said that the government has set a target to harness hydropower, hydrogen, and solar energy in order to preserve the state’s environment and to make Himachal Pradesh the country’s first green energy state by the year 2025. Apart from this, impetus would be given to Agriculture and allied sectors.

    He said that robotic surgery will be available in IGMC, Tanda, and Hamirpur Medical College, soon.

    He also honored the wards of freedom fighters and army personnels, specially abled during the function.

    A colorful cultural program was also presented by specially abled and other children. The Chief Minister also distributed prizes to the participants of cultural program and lauded their efforts.

    Later, the Chief Minister also launched the calendar of JICA.
