    Chief Minister Thakur Sukhvinder Singh Sukhu on Friday evening presided over the closing cultural evening of the International Lavi Fair marked by colourful cultural performances by Indian Idol fame Neha Dixit and other talented artists who captivated the audience with their lively presentations.

     

    The Chief Minister also released the souvenir of the International Lavi Fair.

     

    Deputy Commissioner Shimla and Chairman of the Lavi fair Committee, Anupam Kashyap honoured the Chief Minister.

     

    Former MLA Kishori Lal, Vice Chairman of the Himachal Pradesh State Forest Development Corporation Kehar Singh Khachi, Chairman of the Himachal Pradesh State Cooperative Bank Devender Shyam, Chairman of Milkfed Budhi Singh Thakur, Chairman of APMC Shimla Devanand Verma, Chairperson Zila Parishad Chandra Prabha Negi, Chairperson Nagar Parishad Rampur Muskan and other prominent dignitaries were also present on the occasion.

    · Demands a separate DRI for hill states

     

    Chief Minister Thakur Sukhvinder Singh Sukhu met Chairman of the 16th Finance Commission Dr. Arvind Panagariya at New Delhi on Thursday and discussed the various relating to state’s fiscal health.

     

    He said that Himachal Pradesh had been facing the brunt of natural disasters for the last three years losing precious lives and suffering a loss of more than Rs. 15,000 crore. The damage to environment and infrastructure was colossal. He apprised that the Supreme Court also made an observation in July, 2025 that revenue could not be earned at the cost of environment and ecology and it could prove detrimental for the entire state. The hill State of Himachal Pradesh have limitations to achieve revenue growth beyond a certain level. Essential public services have to be provided as part of constitutional obligations and with more than 67 percent of our area as forest land, there was very little space to maneuver.

     

    He requested that the Revenue Deficit Grant (RDG) should be continued for a revenue deficit state like Himachal Pradesh. The justification for continuation and quantum of RDG has been reflected in additional memorandum and main memorandum submitted by the State Government to the Finance Commission. He requested not to taper RDG which should be determined on the realistic assessment of State’s revenues and expenditure projections during the award period by 16th Finance Commission. He urged that RDG should be kept at a minimum level of Rs. 10,000 crore annually.

     

    The Chief Minister said that a detailed justification for increasing the weightage for the criteria of forest and ecology has been submitted by the State to the Commission. He requested that snow covered-cum-cold desert areas i.e. above the tree line should be included along-with very dense forests and moderate dense forests areas for their symbiotic relationship.

     

    He said the state had also requested for creation of a separate ‘Green Fund’ with earmarked annual allocation of Rs. 50,000 crore for the hill States for the ecological services being provided to the country in different forms. This fund may be carved out or earmarked in the form of a scheme as Special Central Assistance to States for Capital Investment (SASCI). The matter had also been discussed with the Prime Minister and even through a letter written to him.

     

    Sh. Sukhu said there was a need to reframe the Disaster Risk Index (DRI) developed by the 15th Finance Commission as the Himalayan region could not be equated with rest of the country as far as various hazard vulnerabilities and their respective weightages were concerned. The uniform matrix developed does not include hazards like landslide, snow avalanches, cloudbursts, forest fires and Glacial Lakes Outburst Flood (GLOFS) and the increased frequency of these hazards during the recent past impacting the mountainous region was a case in point.

     

    He said that because of low DRI, Himachal Pradesh did not get adequate resources from 15th Finance Commission to meet its requirement of disaster relief, despite facing disproportionately higher brunt of disasters. He requested that a separate DRI may be prepared for hill states by considering the unique indicators as mentioned above and a separate allocation may be made for hill states which could further be distributed horizontally amongst these states on the basis of the new DRI.

     

    The Chief Minister said that since 16th Finance Commission was in the process of finalizing its report, the submissions of the state may be considered sympathetically while finalising the recommendations, so that the state finances remain sustainable. He assured the Chairman that the State would do everything possible to move towards a path of fiscal prudence.

     Geeta Kapur, who is holding the charge of Director (Personnel), has assumed the additional charge of Chairman & Managing Director, SJVN.

    . Geeta Kapur has marked a historic milestone as the first female to lead any Hydro CPSE within the Indian Power Sector. Prior to this, she made history in 2018 as the first full-time female Director in SJVN and when she joined SJVN in 1992 she was the first female Personnel Officer to join the company.

    While assuming the charge,  Geeta Kapur expressed her gratitude to all the previous CMDs for their exemplary leadership that has created strength and maturity in SJVNites and has brought the company to its current eminence. She also extended her best wishes to the SJVNites for adorning the leadership role in future also.

    With more than 31 years of dedicated services in SJVN,  Geeta Kapur has all round experience in the field of Human Resources, Civil Construction and Civil Contracts. With her invaluable experience in Human Resources, Smt. Geeta Kapur has been instrumental in formulating policies, defining standard operating procedures and spearheading Wage Settlements with Unions. She has led the company to the prestigious ‘Great Place To Work’ list in January 2024.

    Presently, Smt. Geeta Kapur is also serving as the Chairperson of the registered trust of SJVN ‘CSR Foundation’ that is redefining the benchmarks of growth & sustainable development by empowering the masses in the verticals of education, health, sanitation, infrastructural development, women and child care, sustainability, assistance during natural calamities etc. She is also in the Board of Directors of SJVN Arun-III Power Development Company and SJVN Lower Arun Power Development Company in Nepal, SJVN Thermal Private Limited in Buxar, Bihar & SJVN Green Energy Limited.

    Driven by a profound passion for her work and a commitment to societal progress, Smt. Geeta Kapur’s leadership, results-driven approach, and camaraderie have earned her widespread acclaim. Recognizing her outstanding contributions to Human Resources, she was honored with the esteemed Women Super Achiever Award by ET Now during the World HRD Congress in 2019. Additionally, she received the ‘CIDC Chairman’s Commendation Trophy in the Individual Capacity’ in 2022.

    Born on April 8, 1964, in Shimla, Himachal Pradesh, Smt. Geeta Kapur commenced her journey at SJVN in 1992 as an Officer (Personnel). An alumnus of prestigious Himachal Pradesh University Business School, Shimla, she earned her Master’s in Business Administration specializing in Human Resource Management in 1986. Her academic journey began at the renowned Loreto Convent Tara Hall, Shimla, followed by a Bachelor’s in Science from St. Bede’s College, Shimla, in 1984.

    Nand Lal Sharma, Chairman & Managing Director, SJVN has assumed the additional charge of Chairman, BBMB. Sharma who is CMD of SJVN has taken over the additional charge with effect from July 1, 2023.

     

    Nand Lal Sharma holds Master’s degree in Business Administration from International Centre for Promotion of Public Enterprises, University of Lubliana, Slovenia (Europe).

    Nand Lal Sharma has been heading SJVN as Chairman & Managing Director since December 2017. He is also the Chairman of three other Subsidiary Companies namely SJVN Arun-3 Power Development Company, SJVN Thermal Private Limited & SJVN Green Energy Limited.

     

    With more than 33 years of experience in Administration and Power Sector, Sh. Nand Lal Sharma has steered SJVN towards exponential growth Pan India & abroad. He has played a key role in expanding the Project Portfolio of the company from around 5200 MW in 2017 to 54,327 MW at present. Under his leadership, the company has diversified into various fields of energy sector and has ventured into Power Trading. The company has also been designated as fourth Implementing Agency for floating tenders for Renewable Energy Projects by MNRE.

    Justice Vivek Singh Thakur has been appointed as the chairman of the Himachal Pradesh Judicial Academy Board. The Home Department of the State Government has issued a notification in this regard. Accordingly, the Chief Justice of the High Court has been made the Chief Patron of the Himachal Pradesh Judicial Academy.

     

    The Governing Board of the Judicial Academy has also been constituted. Justice Vivek Singh Thakur has been made the Chairman of the Board of Governors of the Academy. Justice Tarlok Singh Chauhan, Justice Ajay Mohan Goel, Justice Sandeep Sharma, Advocate General, Principal Secretary Home, Principal Secretary Finance and Director of Himachal Pradesh Judicial Academy have been made its members.

    HPSPCB chairman directed department’s to intervene in the matter regarding persisted non-compliance of sewage treatment plants

    The H.P. State Pollution Control Board has asked the Principal Secretary (Urban Development) and Secretary (Jal Shakti Vibhag) to the Govt. of Himachal Pradesh to intervene in the matter regarding persisted non-compliance of sewage treatment plants (STP) being operated by the Shimla Jal Prabandhan Nigam (SJPNL) and Jal Shakti Vibhag.

    The SJPNL has established and are operating 06 STPs of cumulative installed capacity 26.06 MLD. Up-gradation process of these STPs as per timelines established in Action Plan prepared during 2020 in compliance of the Hon’ble NGT order in O.A. No. 673 of 2018 for Rejuvenation of Polluted River Stretch of Ashwani is ongoing. SJPNL had also proposed construction of a new STP at Panthaghati to bridge the gap in the treatment of sewage and Phytoremediation works in the catchment of Ashwani Khad, which is yet to commence.

    Similarly the Jal Shakti Vibhag has established and are operating 70 STPs of cumulative installed capacity 99.97 MLD in different parts of the State covering major urban areas. The Board is regularly inspecting, monitoring and conducting sampling of treated waste water, and taking regulatory action where required. To comply with directions of the Hon’ble NGT, Action Plans for the Rejuvenation of 07 Polluted River Stretches in State namely River Sukhna , River Sirsa, River Markanda, River Beas, River Ashwani, River Giri and River Pabbar were formulated during the year 2019-20 and several actionable points pertaining to JSV & SJPNL are required to be expedited.

    Sanjay Gupta, IAS, Chairman, H.P. State Pollution Control Board has directed the respective departments to intervene in the matter regarding improper operation/functioning of these non-complying STPs and expedite the process of modification, up-gradation, expansion and construction of STPs to bridge the gap in sewage treatment in the State on priority. As improper operation of existing STPs as well as slow progress in augmentation of sewage management system is impacting water quality of rivers/natural aquatic resources of the State. The Chairman is monitoring the above issues closely and shall hold review meetings in this regard in the near future.

    हिमाचल प्रदेश मिनिस्ट्रियल स्टाफ एसोसिएशन के अध्यक्ष प्रकाश बादल ने वन विभाग मुख्यालय सहित शिमला स्थित वन विभाग के कॉमन शौचालयों की दुर्दशा और कार्यालय परिसर को साफ़ सुधरा रखने के लिए जागरूकता अभियान छेड़ा है जिसमें कर्मचारियों को जागरूक करने के लिए लगभग दो हफ्ते सफाई अभियान चलाया |

    विगत दिवस इस अभियान को दो हफ्ते बाद समाप्त कर दिया गया | प्रकाश बादल ने एक प्रैस बयान के माध्यम से जानकारी दी कि वन विभाग के कॉमन शौचालय और मुख्यायालय में सफाई की और विशेष ध्यान दिए जाने की आवश्यकता है | बादल ने बताया कि उन्होंने विभाग में कार्यरत कर्मचारियों के साथ खुद शौचालय साफ़ कर यह सन्देश देने का प्रयास किया कि बीमारी से बचने के लिए हमें शौचालयों की सफाई का स्वयं भी ध्यान देना चाहिए ताकि जानलेवा बीमारियों से बचा जा सके | प्रकाश बादल ने बताया कि उन्होंने मिनिस्ट्रियल एसोसिएशन के खर्चे से सफाई का सामान खरीद कर मुख्यालय एवं मिस्ट चैंबर में शौचालयों की सफाई की और लोगों को भी सफाई के प्रति जागरूक किया | प्रकाश बादल ने उनका साथ देने के लिए सफाई अभियान में उनका साथ मुख्यतः

    दो सफाई कर्मचारियों, धन देव और राकेश कुमार ने साथ  दिया प्रकाश बादल का सफाई में 

    धीरे धीरे कई लोगों का समर्थन भी मिलने लगा और अब वन विभाग के शौचालयों व आस-पास गंदगी हटा दी गयी है | इस अभियान में प्रकाश बादल ने स्वयं सफाई का बीड़ा उठाकर जो संदेश दिया है उसकी विभिन्न स्तरों पर प्रशंसा की जा रही है और सफाई के प्रति लोगों में काफी जागरूकता देखने को मिली है | प्रकाश ने शिमला में वन विभाग के कार्यालयों में लगभग बीस कॉमन शौचालयों को साफ़ किया, जिसमें सफाई से पहले बदबू के कारण घुसना ही बहुत मुश्किल था |

    हिमाचल प्रदेश वन विभाग के मुखिया अजय श्रीवास्तव सहित वन विभाग के अनेक आला अधिकारियों ने प्रकाश बादल की सफाई के प्रति छेड़ी गई मुहीम की प्रशंसा की है और बताया कि सभी को अपने आस- पास की सफाई का ध्यान रखना चाहिए ए पी सी सी ऍफ़ (वित्त) सुशील कापटा, डी एफ ओ हेडक्वार्टर अनीश शर्मा सहित अनेक लोगों ने प्रकाश बादल की सराहना करते हुए बताया कि हमें इस अभियान से सीखना चाहिए कि हम अपने आस-पास सफाई का स्वयं ध्यान रखें | 

    जारी रहेगा सफाई अभियान

    प्रकाश बादल ने प्रैस बयान के ज़रिये बताया है कि उनके द्वारा सफाई के प्रति छेड़ी गई मुहीम जारी रहेगी और इसके दूसरे चरण के अंतर्गत मिस्ट चैंबर के कार्यालयों और इसके इर्द-गिर्द सफाई की जाएगी | प्रकाश बादल जिन शौचालयों की सफाई कर रहे हैं उनके मुख्य द्वारों पर एक स्टीकर लगाकर लोगों को सन्देश दे रहे हैं कि शौचालय उनके द्वारा साफ़ कर दिया गया है | और यदि इस्तेमाल करने वाले इसे साफ़ न कर सकें तो उन्हें बुला लिया जाए, वो सभी के शौचालय साफ़ करने के लिए फिर से उपलब्ध हो जाएंगे | बादल के इस अभियान से अधिकारियों व कर्मचारियों में सफाई के प्रति जागरूकता आई है और वन विभाग मुख्यायालय में शौचालयों की सफाई पर ध्यान दिया जाने लगा है | इस अभियान के फ़लस्वरू विभागीय स्तर पर सफाई करने वाले कर्मचारी भी इस अभियान से प्रोत्साहित हुए हैं और वन विभाग कार्यालयों में सफाई व्यवस्था में सुधार हुआ है | प्रकाश बादल ने बताया कि जल्द ही वो सफाई अभियान को प्रदेश भर के वन विभाग कार्यालयों में भी चलाएंगे|
