    With the monsoon season approaching, the Shimla district administration has intensified its preparedness measures to tackle potential natural disasters and safeguard lives, property and critical infrastructure across the district.

    A comprehensive review meeting on monsoon preparedness was chaired by Deputy Commissioner Anupam Kashyap at the Savings Building on Thursday, with all Sub-Divisional Magistrates (SDMs) participating through video conferencing.

    Reviewing the district’s disaster management strategy, the Deputy Commissioner directed all SDMs to hold dedicated meetings next week to assess monsoon preparedness in their respective subdivisions. He also instructed officers to review arrangements for the upcoming apple season in coordination with field staff.

    Highlighting the district’s disaster response network, Kashyap said Shimla currently has around 200 Disaster Friends and nearly 500 Youth Disaster Friends, who will play a crucial role during emergencies. Panchayat representatives have also been urged to actively participate in disaster response and relief efforts.

    The Deputy Commissioner said the administration’s primary objective is to minimise risks arising from heavy rainfall, flash floods, landslides, waterlogging and other monsoon-related disasters. Special emphasis is being placed on identifying vulnerable locations, strengthening early warning systems, ensuring timely rescue and relief operations and maintaining uninterrupted essential services.

    Describing Shimla as a geographically sensitive Himalayan district, Kashyap noted that rapid urbanisation, climate change and changing rainfall patterns have significantly increased the risk of landslides and flash floods, making disaster risk reduction and resilient development more important than ever.

    As part of infrastructure safety measures, inspections of national and state highways, bridges, drainage networks and flood protection structures are underway. Vulnerable roads have been identified, and repair and maintenance work is being expedited before the peak monsoon season.

    Warning signboards are being installed in landslide and flood-prone areas, while alternative route plans are being prepared to ensure smooth movement in case of road blockages. Departments have also been instructed to identify critical infrastructure and submit proposals under the State Disaster Mitigation Fund.

    The administration has distributed 219 disaster response kits under the Panchayat Emergency Response Plan in Rohru, Jubbal, Kupvi, Chaupal, Rampur, Nankhari and Chohara subdivisions.

    In a strict directive, the Deputy Commissioner announced that all SDMs will conduct monsoon preparedness review meetings on the 10th, 20th and 30th of July, August and September, with progress reports to be submitted the following day. Patwaris have also been directed to submit detailed reports, photographs and videos of monsoon-related damage, with negligence in reporting set to attract action.

    The district administration has drawn lessons from major disasters such as the 2023 Shiv Baori Temple landslide in Summer Hill and the 2024 Samej cloudburst and flash flood in Rampur, both of which caused significant loss of life and infrastructure damage.

    To strengthen the information network, the administration is coordinating with the India Meteorological Department (IMD), Central Water Commission (CWC), dam authorities and disaster management agencies for real-time weather alerts and public advisories. The District Emergency Operation Centre (1077) remains fully operational, while satellite communication systems have been activated across subdivisions.

    According to official data, the highest number of disaster-related fatalities between 2016 and 2025 occurred during the monsoon season, underlining the need for enhanced preparedness and public cooperation.

    The administration has appealed to residents and tourists to follow weather advisories, avoid unnecessary travel during heavy rainfall and stay away from landslide and flood-prone areas. Officials stressed that timely preparation, public awareness and inter-departmental coordination remain the strongest tools in mitigating monsoon-related disasters.

    Shimla, June 15, 2026: A district-wide Mega Earthquake Mock Drill was conducted on Monday at various locations across Shimla district to assess disaster preparedness and strengthen emergency response mechanisms in the event of a major earthquake.

    In Shimla’s urban area, the exercise was carried out at Sabzi Mandi and Government Senior Secondary School, Bhattakufar. As part of the simulated scenario, an earthquake measuring 8.0 on the Richter Scale struck Sabzi Mandi at 9:00 AM. The information was immediately relayed to Additional Commissioner, Municipal Corporation Shimla, Dr. Bhuvan Sharma, following which emergency rescue operations were launched.

    According to the mock scenario, 10 to 14 buildings suffered severe damage, resulting in six fatalities, including five men and one woman. A total of 43 people sustained injuries, comprising 25 men and 18 women, and were shifted to Deen Dayal Upadhyay Hospital for treatment. Rescue teams reached the site promptly and commenced operations at 9:24 AM. Around 500 people were evacuated safely, while 53 individuals with minor injuries received treatment at an on-site medical camp.

    The Mega Mock Drill was organized under the supervision of the District Disaster Management Authority (DDMA). The exercise focused on testing coordination among various agencies, improving response strategies, and evaluating preparedness for large-scale emergencies. Real-time monitoring and coordination were carried out from the DDMA Control Room throughout the operation.

    Teams from SDRF, Army, Police, Health Department, Municipal Corporation, and trained Disaster Mitras actively participated in the drill. Municipal Corporation Assistant Engineer Ravi Kaushal was also present during the exercise.

    Bhattakufar School Scenario

    A separate earthquake simulation was conducted at Government Senior Secondary School, Bhattakufar, at 9:26 AM. Under the mock disaster scenario, the school building was declared completely damaged due to the earthquake. Two casualties were reported, while 10 to 15 people were assumed trapped under debris and were successfully rescued by emergency teams.

    Additionally, 347 individuals stranded around the premises were evacuated safely. Ninety-eight students were reported to have sustained minor injuries and received immediate medical attention at the temporary medical camp established at the site.

    Mock Drills Held Across Multiple Sub-Divisions

    The district-wide exercise also covered several other sub-divisions. In Rohru, a simulated earthquake struck Chanshal Hotel at 10:09 AM, where nine people were reported trapped, including two with critical injuries. A separate mock drill was also conducted at Government Senior Secondary School Rohru.

    At Government Senior Secondary School Chopal, a simulated earthquake at 10:00 AM resulted in five injuries, including three men and two women, while one fatality was reported as part of the exercise scenario.

    In Kupvi, a mock disaster exercise at Government Senior Secondary School Kupvi involved 135 injured students. Rescue teams successfully evacuated 120 students immediately, while the remaining 15 were rescued after intensive efforts.

    Similar earthquake preparedness exercises were also conducted at New Bus Stand Premghat in Theog, Government Senior Secondary School Kotkhai, Thakur Ram Lal Swarn Jayanti Excellence Government Senior Secondary School Jubbal, Jai Bihari Lal Khachi Government Excellence Senior Secondary School Kumarsain, and Government Senior Secondary School Dodra in Dodra Kwar sub-division.

    Officials stated that the Mega Mock Drill was aimed at strengthening disaster response capabilities, enhancing inter-departmental coordination, and ensuring readiness to tackle real-life emergency situations effectively.

    ज़िला में वर्तमान मानसून के दौरान बादल फटने की घटनाओं के कारण जनजीवन बुरी तरह प्रभावित हुआ है। ऐसे प्रतिकूल हालातों में दिव्यांगजन कर्मचारियों का कार्यालयों तक आना-जाना उनके स्वास्थ्य और सुरक्षा के लिए गंभीर जोखिम है। इस परिप्रेक्ष्य में दिव्यांगजन कर्मचारियों को ऐसी घोषित आपदा की स्थिति में कार्यालयों में अनिवार्य शारीरिक उपस्थिति से छूट प्रदान करने के आदेश जारी किए गए हैं।

    अतिरिक्त उपायुक्त एवं जिला आपदा प्रबंधन प्राधिकरण (DDMA) के मुख्य कार्यकारी अधिकारी अश्वनी कुमार द्वारा जारी निर्देशानुसार, आपदा की स्थिति में दिव्यांग कर्मचारियों को कार्यालय में अनिवार्य रूप से उपस्थित होने से छूट दी जाएगी। यह निर्णय दिव्यांगजन अधिकार अधिनियम, 2016 की धारा 8 के अनुरूप लिया गया है। प्रशासन ने स्पष्ट किया है कि जहां भी स्कूलों और शिक्षण संस्थानों को बंद करने के आदेश जारी किए गए हों, वहां दिव्यांग कर्मचारियों को भी कार्यालय आने से छूट दी जा सकती है। साथ ही यह सुनिश्चित किया जाएगा कि वे घर से ही अपने कार्यों का निर्वहन करें, यदि तकनीकी रूप से संभव हो।

    IIT Mandi has signed an MoU with the District Disaster Management Authority Mandi (DDMA).

     

    The objective of the MoU is to work for the development of Landslide Monitoring and Early Warning Systems at certain sites.

     

    Laxmidhar Behera – newly appointed Director of IIT Mandi & Arindam Chaudhary, IAS, DC Mandi signed the MoU.

     

    “IIT Mandi is glad to partner with the State Government to address the issue of landslide”, said Laxmidhar Behera on the occasion.

     

    He further said that we have robust data analytics with us on landslides, and it shouldn’t fail in any condition.

     

    Arindam Chaudhary DC Mandi said that this initiative would help in protecting and saving lives.

     

    “Saving human lives is a matter of utmost concern, and this alert system will allow the administration to evacuate people more efficiently”, said Arindam Chaudhary.
