    Necessary orders issued under the Indian Civil Defence Code

    District Magistrate Solan Manmohan Sharma has issued necessary orders under Section 163 of the Indian Civil Security Code, 2023 in view of the elections of Municipal Bodies and Panchayati Raj Institutions.

    According to these orders, no person will be able to carry firearms and ammunition within the limits of Solan district as per the definition of the Arms Act, 1959.

    This order will not apply to police, paramilitary forces, security forces, on-duty government and semi-government employees, authorized security personnel of banks and other persons having special permission with valid reasons.

    The orders clarify that the Superintendent of Police, Solan, and the Superintendent of Police, Baddi, will ensure strict compliance with these orders and will take legal action in the event of violations. Legal action will be taken for violations of these orders.

    These orders have come into force with immediate effect and will remain in force till the completion of the election process of urban local bodies and Panchayati Raj institutions or for a period of two months, whichever is earlier.

    These orders have been issued for free and fair elections and in public interest.

    Life is chaotic in the Kullu area of Himachal Pradesh because of the constant, intense rains. In numerous locations, landslides and flood-like conditions are being produced. In the meantime, residents of Halan Panchayat in Kullu appealed to their god Nag Dhumbal to halt the catastrophe and protect the populace.

    Devta Maharaj stated unequivocally that this degradation is the result of human activity. “Dev orders are not followed,” is the deity’s stern statement. Because the god’s commands are not being followed, the deity is furious.

    Nag Dhumbal Devta stated that Dev directives are consistently being ignored at the people’s request. The Dev-policy has been infused with politics. Because forests are being destroyed, mountains are being exploited, and the sacredness of sites of worship is being violated, nature is furious.

    The god stated unequivocally that the indiscriminate felling of trees and the destruction of mountains in the name of development have upset the equilibrium. This explains why we are currently dealing with the fury of rain and natural calamities.

    The locals were forewarned by the Naag Dhumbal god that the Himachal ’18 Kardu’ (18 crore) deities are furious. According to the deity, things may get worse if the gods abandon them. The god stated that he is now managing the matter in accordance with 18 Kardu’s directives.

    The leader of Devta Nag Dhumbal, Jawahar Lal, stated that the god has promised to provide the next directive today (Tuesday). A “pooch” (question) will be asked once more for this, and the god Maharaj’s directive will be followed.

    प्रदेश हाईकोर्ट के आदेशों की अनुपालना न करने पर सचिव (सामाजिक न्याय और अधिकारिता), निदेशक (स्वास्थ्य), उपायुक्त शिमला और जिला कल्याण अधिकारी, जिला शिमला को 21 मार्च को व्यक्तिगत रूप से न्यायालय के समक्ष उपस्थित हाजिर रहने को कहा है। उन्हें यह स्पष्ट करने को कहा है कि कुष्ठ कॉलोनी, फागली, शिमला में स्थित कुष्ठ गृह के निरीक्षण व आवश्यक मरम्मत संबंध में आदेशों की अनुपालना क्यो नही की जा रही है।

    7 जनवरी 2022 को पारित आदेशो के तहत हाई कोर्ट ने फागली स्थित कुष्ठ कॉलोनी में मूलभूत सुविधाओं की कमी से जुड़े मामले में प्रदेश हाईकोर्ट ने उपायुक्त शिमला को कुष्ठ कॉलोनी फागली स्थित कुष्ठ रोग गृह का निरीक्षण करने व चार सप्ताह की अवधि के भीतर आवश्यक मरम्मत कार्य सुनिश्चित करने का निर्देश जारी किए गए थे ।

    मुख्य न्यायाधीश मोहम्मद रफीक व न्यायमूर्ति ज्योत्सना रिवाल दुआ की खंडपीठ ने यह आदेश नीरज शाश्वत द्वारा दायर याचिका पर पारित किए। आरोप लगाया गया है कि लगभग एक दशक पहले सरकार द्वारा कुष्ठ रोगियों को शिमला के फागली में एक इमारत आवंटित की गई थी। जो अब जर्जर हालत में बदल गई है। प्रार्थी ने आरोप लगाया है कि तब से राज्य सरकार द्वारा उस भवन में कोई रखरखाव नहीं किया गया है।

    आरोप लगाया गया है कि कुष्ठ रोगियों के पास शौचालय तक नहीं है, पानी की उचित सुविधा नहीं है, बिजली की फिटिंग खतरनाक स्थिति में है, खिड़कियां और दरवाजे टूटे हैं, सीवरेज सिस्टम में रिसाव है जिसके कारण मरीजों को खुले में शौच के लिए जाना पड़ता है। इस मामले को विभिन्न अधिकारियों के समक्ष भी उठाया गया था लेकिन उनमें से किसी ने भी इन लोगों की स्थिति में सुधार के लिए कोई दिलचस्पी नहीं दिखाई। सर्दी का मौसम शुरू हो गया है और बर्फबारी से मरीजों की परेशानी और बढ़ जाएगी।’

     

    याचिकाकर्ता ने राज्य सरकार को तत्काल प्रभाव से कुष्ठ कॉलोनी को मूलभूत सुविधाएं उपलब्ध कराने के निर्देश जारी करने का अनुरोध किया है।
