Congress kept villagers entangled in schemes for decades, BJP gave them rights, transparency and future.
Shimla: BJP leader and Rajya Sabha MP Harsh Mahajan described the Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission (Gramin) : VB-G RAM G (Developed India – Ji Ram Ji) Bill, 2025 as a historic, visionary and transformative legislation for rural India and said that this bill lays a strong foundation for realizing the national resolve of Developed India @ 2047 at the grassroots level.
Harsh Mahajan said that while rural employment schemes for the past several decades were limited to wage distribution, the BJP government under Prime Minister Narendra Modi has integrated rural development with livelihood security, asset creation, technology, transparency, and self-reliance. The VB-G RAM G Bill is a powerful extension of that vision.
He said that the extension of the statutory employment guarantee from 100 days to 125 days through this bill demonstrates the BJP government’s full commitment to the income security, dignity, and future of rural families. This will not only provide employment but also create lasting and productive assets.
A future-ready model of rural development
Harsh Mahajan said that social protection, digital connectivity, financial inclusion, and diversification of livelihoods have created new needs in rural India. The VB-G RAM G Act presents a modern, technology-enabled, and holistic rural development framework in line with these changes, including:
Water-security and climate-resilient assets
Key rural infrastructure
livelihood-related assets
Disaster and extreme weather events mitigation work
will be given priority.
He said that the integrated planning system has been created by linking the developed Gram Panchayat Plans (VGPPs) with PM Gati-Shakti and GIS based technologies, which will end the fragmented and plan-driven system that has been prevalent for years.
Balance between agriculture and wage labor
Harsh Mahajan clarified that this Act is not anti-agriculture but pro-agriculture. By giving states the power to set a notified period of 60 days during the peak sowing and harvesting seasons, it ensures that farmers, especially small and marginal farmers, have timely access to agricultural labor. This balance was never achieved during the Congress regime.
Transparency vs. Congress’s culture of corruption
Harsh Mahajan launched a scathing attack on the Congress, saying that
“Congress has always been known for corruption, middlemen, and opacity. Even schemes like MNREGA were turned into a den of commissions and scams by the Congress.”
He said that in the VB-G RAM G Act:
Biometric authentication
Mobile and dashboard based monitoring
Weekly Public Disclosure
Strong social audit
Arrangements like these have been made to ensure that every rupee reaches the right beneficiary. This is in stark contrast to Congress politics.
Fair resource allocation and accountability
Harsh Mahajan stated that the scheme, with an estimated financial provision of ₹1,51,000 crore, will be implemented based on normative allocation, ensuring no discrimination against states. States that spend more than this amount will be held responsible for it—a fiscal discipline that Congress governments have always lacked.
Congress’s intentions versus BJP’s policy
Harsh Mahajan said that even today Congress sees rural India only as a vote bank, whereas the BJP government considers rural India as the engine of development.
“Congress gave the slogan of eradicating poverty, the BJP eradicated poverty and provided respect and opportunities. Congress gave schemes, the BJP gave rights and a future.”
He said that the Developed India – Ji Ram Ji Bill 2025 proves that BJP is the only party capable of achieving a developed India @2047 in all three aspects – policy, intention and leadership, whereas Congress is still directionless, policy less and credibility-less.
The Congress party is running a “friends’ government”—the public is troubled, the government is busy with cricket tournaments.
