Till now, 05 Children of the State have been adopted by the prospective parents in Shimla
As a result of the efforts of the Himachal Pradesh government, success is being achieved in getting the children of the State adopted by the prospective parents. From January 2025 to 30 April 2025, the adoption of 05 Children of the State has been done by Deputy Commissioner Shimla Anupam Kashyap. Children of the state have been adopted from Himachal Pradesh, Uttarakhand, Uttar Pradesh, Jharkhand, Maharashtra and West Bengal. Apart from this, the process of adoption of 3 other Children of the State is going on at a fast pace, who are being sent for two months of pre-adoption care. The new life of children is getting shape due to the meaningful efforts of the state government.
Deputy Commissioner Anupam Kashyap has appealed to the affluent people of the society to come forward to adopt children growing up in orphanages and ashrams so that a happy and bright future for these children can be ensured.
He said that the state government is constantly working for the welfare of the weak and poor sections of the society. Now the state government is the mother and father of 4000 helpless children in the state. These children have been adopted by the government as Children of the State. The present government has started the Chief Minister Sukh-Aashray Yojana for the welfare of these children. At present, 13 Bal-Balika Sansthans are being run in the district.
Besides this, the state government has also started Indira Gandhi Sukh Shiksha Yojana for the education, health and nutrition of children aged 0-27 years of widows, abandoned, divorced, and handicapped parents.
Protection Officer Non Institutional Care Pratibha Rathore said that in India any Indian citizen, NRI and foreign citizen can adopt a child. But for that first of all they have to fulfill the rules made by Central Adoption Resource Authority.
Apart from married families, both single parents or couples can adopt a child. However, some rules have been set for married couples.
-If a married couple is adopting a child, then the couple should have been married for at least 2 years.
-The parents of the child to be adopted should not be suffering from any life-threatening disease.
-There should be a minimum age difference of 25 years between the child and the parents.
-Both parents must agree to adopt a child.
-If a woman wants to adopt a child, she can easily adopt either a boy or a girl.
– If a male wants to adopt a child, then only a boy is given for adoption.
– Whereas a couple can adopt either a boy or a girl.
– The financial condition of the parents should be good at the time of adopting a child.
These documents are necessary
– Current photo of the adoptive family.
– PAN card of the family or person adopting the child.
– Birth certificate or any document that proves the date of birth of that person.
– It is very important to have any one of these documents: Aadhar Card, Voter ID, Passport, latest electricity bill, telephone bill.
– Authentic copy of income tax of that year.
– The couple wishing to adopt will have to submit their respective medical certificates. This certificate can be a certificate signed by a doctor of any government hospital, which proves that the person adopting the child does not have any disease.
– If the adopting person is married, then marriage certificate.
– If the person is divorced then his certificate.
– Statement of two people associated with the interested person in favor of adoption.
– If the interested person already has a child and his/her age is more than five years, then his/her consent.
Legal process of child adoption in India
The legal process of adopting a child in India is completed under the Hindu Adoption and Maintenance Act 1956 and the Juvenile Justice (Care and Protection of Children) Act 2015. The Central Adoption Resource Authority under the Ministry of Women and Child Development oversees this process. A specialized adoption agency is working in Himachal Pradesh. The process of adopting a child is completed through this. The applicant has to pay a fee of 6 thousand rupees at the time of home study report. After adopting a child, the parents have to deposit a fee of 50 thousand rupees with the agency.
First Step – Registration
- Parents adopting a child have to register on the CARA website.
- They can register through authorised adoption agencies, State Adoption Resource Agency or District Child Protection Units.
2nd Stage Home Study Report ( HSR )
- A home study is conducted by a social worker from an authorized adoption agency.
- Home study examines whether the adoptive couple is fully capable of taking care of the child or not.
Step 3 Reference and Acceptance
- After the home study, a child reference is given to the couple through the CARA portal.
- This contains the medical and social background of the child and the couple has 48 hours to accept it.
Step 4: Pre-adoption care process
- After the child is accepted, he or she is kept with the couple for care for some time.
- During this period the relationship between the child and his/her adoptive parents is expected to become stronger and only then the legal process of adoption begins.
In the fifth stage , the agency hands over the child to the adoptive parents after checking all their documents.
Post adoption follow up in the sixth phase
- The family that has adopted a child is periodically followed up by the authorized adoption agency.
- These follow-ups are done every 6 months for two years.
