Deputy Commissioner Shimla Anupam Kashyap said that birth and death are important events in human life, hence their registration is very important.
The Deputy Commissioner was chairing a meeting of the Inter-Departmental Coordination Committee here today regarding 100% registration of births and deaths. All the district’s Block Development Officers and other individuals involved in this work at the grassroots level joined the meeting via video conferencing.
He said that birth and death registration is the primary aspect of the good governance index, so it is crucial that this data is accurate. He urged people to be more aware of this issue, as accurate registration of these events is crucial to avoid future difficulties.
The Deputy Commissioner stated that training has been provided at the grassroots level for birth and death registration, but reporting is still not being done properly, which is a matter of concern. He instructed officials to ensure there are no delays in reporting and that no complaints should be received in this regard.
Ensure marriage registration is also done.
The Deputy Commissioner urged people to ensure their marriage registration is completed within the stipulated time period after marriage, as subsequent marriage registrations involve a lengthy process that takes both time and money. He also encouraged others to register their marriages on time to avoid facing any problems later.
The meeting was informed that for the effective implementation of birth and death registration, an online registration system has been operational in all hospitals in the state through the Civil Registration System since July 1, 2015, and a total of 569 registration units will be operational by 2025. Anyone seeking a digital certificate prior to 2015 will need to apply through the Civil Registration System portal. It was also informed that birth and death registrations are free within 21 days, but registrations beyond 21 days and within 30 days will incur a late fee of ₹20. Similarly, registrations after 30 days of birth or death will require a late fee of ₹50 and the approval of the District Registrar, along with other documents. Registrations after more than one year will require a late fee of ₹100 and the required documents.
Birth certificate based on family register is not valid
The meeting was informed that birth certificates issued based on the family register are not valid. All concerned officials have been instructed to issue birth certificates based only on the birth register. It should also be ensured that the certificates issued are in a government-approved format.
There is delay in registration of births and deaths in many institutions, keeping this in mind, in case of delay, the concerned officer of such institution will be fined Rs 1000 per delayed registration under the relevant rules and regulations.
This is the Zero Reporting Unit.
The meeting was informed that 18 Panchayats of Shimla Rural, Theog, Chaupal, Nerwa, Kotkhai, Tikkar, Rampur, and Dodra Kwar are included as Zero Reporting Rural Registration Units. The Deputy Commissioner directed all Zero Reporting Units to ensure delayed registrations as soon as possible and to further register births and deaths simultaneously so that correct and accurate information is available in this regard.
