• Burning effigies is wrong, action will be taken

BJP State Media In charge Karan Nanda said that an FIR was lodged by BJP District President Kinnaur Yashwant Singh Negi at Police Station Reckong Peo in District Kinnaur.
This case has been filed when the effigy of Leader of Opposition Jairam Thakur was burnt by some Congress workers at the main square, Rekong Peo on Sunday, 13 July 2025.
Nanda did not tell that in the case of burning the effigy, an FIR number 0056 was registered in which a case was filed against Vikram Singh Negi, son of Congress minister Jagat Singh Negi and 7 others. The names of the other 7 people are Normal Chandra, Surya Boras, Kulwant Negi, Maan Chand Negi, Ram Mohan, Jai Kishan and Rakesh Kumar, all of whom are residents of Kalpa.

In this case a written complaint was given to the Superintendent of Police, Kinnaur by District President BJP Yashwant Negi, on the basis of which an FIR was lodged under section 173 of the IPC and sections 189 (2) and 292 of the IPC were imposed in this case.
What is Section 189(2) Whoever, being aware of the facts which make any assembly an unlawful assembly, intentionally joins or continues in such assembly, shall be said to be a member of the unlawful assembly and such member shall be punishable with imprisonment of either description for a term which may extend to six months, or with fine, or with both.
What is Section 292: Whoever commits a public nuisance in any case which is not otherwise punishable by this Code, shall be punishable with fine which may extend to one thousand rupees.

BJP Kinnaur District President Yashwant Singh Negi citing the FIR said that complaint against unlawful gathering and unauthorized burning of effigy of former Chief Minister of Himachal Pradesh Jai Ram Thakur and failure of police to prevent the same under political pressure. Sir, the below signed complainants being District President and General Secretary of Bharatiya Janata Party (BJP) Kinnaur, would like to bring to your notice a serious incident that took place on 13.07.2025 at Reckong Peo Chowk where workers and leaders of Indian National Congress (Kinnaur) deliberately gathered and publicly burnt the effigy of Shri Jai Ram Thakur, Leader of Opposition and Hon’ble former Chief Minister of Himachal Pradesh, openly carrying party flags and shouting derogatory slogans like Jai Ram Thakur Murdabad in a crowded public place without taking any prior permission from the concerned authorities. The following persons associated with Congress Party were involved in the said illegal act: Jagat Singh Negi resident of Village & Post Office Kalpa, Tehsil Kalpa, District Kinnaur, Himachal Pradesh. 2. Nirmal Chandra Negi resident of Village Sunnam, District Kinnaur, Himachal Pradesh. 3. Dr. Surya Boras, C/O Boras Clinic, Reckong Peo, District Kinnaur, H.P. 4. Kulwant Negi S/o Late Jiya-Lal R/o Village Shudarang, Tehsil Kalpa, District Kinnaur, H.P. 5. Maan Chand Negi R/o Village & P.O. Pangi, Tehsil Kalpa, District Kinnaur, H.P. 6. Mr. Ram Mohan R/o Village Shudarang. Tehsil Kalpa, District Kinnaur. H.P., Jai Kishan VPO Shudarang, 7. Mr. Rakesh Kumar R/o Village Brelingi, Tehsil Kalpa, District Kinnaur, H.P. and all other violators seen in the video. We are also providing you the video clipping of the incident for reference and further action. The effigy was set on fire in front of police booth (Gomti), in presence of policemen who failed to prevent this unlawful act. This illegal and politically motivated act was carried out in broad daylight with an intent to defame Jai Ram Thakur, incite public sentiments and disturb law and order in the area. The entire incident has been captured in nearby CCTV cameras and various mobile phones and is also being widely circulated on social media platforms. It is shocking that despite the CCTV footage being available and the video clip being publicly circulated on social media, no FIR has been lodged and no action has been taken so far. Their illegal acts are a clear violation of public order and punishable under the provisions of law. This act is not only illegal and in violation of laws and rules but has also caused public nuisance. Such an act carried out in a sensitive area like Reckong Peo Chowk amounts to disturbing public peace and safety. It is unfortunate and unacceptable that such illegal acts are being carried out openly by persons associated with the ruling party. The entire episode was carried out without the permission of the concerned authorities of the administration and police. This act is not only politically motivated but is a direct attempt to tarnish the reputation and dignity of Shri Jai Ram Thakur, a respected public leader of Himachal Pradesh. It is extremely worrying that despite the matter being in the knowledge of District Magistrate Kinnaur and Police Department, no concrete action has been initiated till date. It appears that such delay is happening due to political pressure on District Magistrate and Superintendent of Police Kinnaur and it is extremely unfortunate that the administration and police are working under political pressure of the ruling party and ignoring their duties. Being the Superintendent of Police of this tribal district you must understand that law must remain above politics and BJP Kinnaur urges you to conduct a fair investigation and initiate necessary legal action against all the above persons involved in that illegal act under the provisions of law. Irrespective of the political affiliation of the said persons, no one is above the law and such unlawful conduct must be addressed firmly to maintain the rule of law.
