Shimla, March 25
The Himachal Pradesh Directorate of Higher Education has made it mandatory for all teaching and non-teaching staff in government colleges to mark attendance through the Aadhaar-enabled Biometric Attendance System (AeBAS) using the Him Upasthiti mobile application.
Issuing directions to principals of all govt colleges, the Directorate said the move follows a review of the implementation status of the geofence-based attendance system across the state.
Out of 143 government colleges, only 48 are fully marking attendance through the app, while 67 institutions are doing so partially. As many as 28 colleges have not yet started the process, as per data available till March 23, 2026.
The department noted that training sessions have already been conducted by the Department of Digital Technologies and Governance to facilitate employee registration on the Him Access Portal. DDO accounts have also been created for all colleges, along with detailed guidelines and manuals for smooth implementation.
Despite these efforts, the slow adoption has raised concerns within the department.
Citing directions from the Chief Minister, the Directorate has now made it compulsory for all staff members to strictly use the AeBAS-enabled Him Upasthiti app for attendance without fail. Institutions have been asked to ensure immediate compliance and report the same to the Directorate at the earliest.
The move is aimed at enhancing transparency, accountability, and efficiency in the functioning of government colleges across Himachal Pradesh.
