The Directorate of School Education, Himachal Pradesh, has issued strict directions to ensure the timely release of monetary benefits in cases where “speaking orders” have already been passed.
According to an official communication dated April 10, the department has taken serious note of delays by Drawing and Disbursing Officers (DDOs) in releasing financial benefits within the stipulated time. The letter warns that such non-compliance is putting the department in an “awkward position” and leading to unnecessary litigation, sometimes even resulting in court-imposed costs.
Strict Warning to Officials
The Directorate has clearly stated that if monetary benefits are not released within the prescribed timeframe, responsibility will be fixed on the concerned DDOs and Deputy Directors. Any financial burden arising from adverse court orders will be recovered from the officials at fault.
Budget Submission Deadline Set
All Deputy Directors have been directed to submit budget demands under the appropriate head within two days in cases where speaking orders have been issued, ensuring no further delay in disbursement.
Focus on Avoiding Legal Complications
The move aims to prevent avoidable court cases and financial penalties, reinforcing accountability within the education department.
