Shimla: In a significant decision, the Government of Himachal Pradesh has announced the regularization of contractual employees who have completed two years of continuous service. The Department of Personnel issued a notification on April 1, 2026, outlining the policy and its implementation.


As per the notification, contractual employees who have completed two years of continuous service as of March 31, 2026, will be eligible for regularization. Additionally, those who are set to complete two years by September 30, 2026, will also be considered for regularization after that date.
The government clarified that regularization will be carried out against available vacancies and strictly on the basis of seniority, provided employees meet the eligibility criteria laid down in recruitment and promotion rules at the time of their initial appointment.
The process will be subject to several conditions, including medical fitness certification and verification of character and antecedents as per Himachal Pradesh Financial Rules. A screening committee will also be constituted in each department to oversee the regularization process.
Officials stated that the appointments will be made at the minimum of the pay scale, and regularized employees may be posted anywhere within the state. The regularization will take effect prospectively, from the date of issuance of orders.
The move is expected to benefit a large number of contractual workers across various government departments, bringing them job security and improved service conditions.
