Shimla, BJP has opened a front against the Congress government over the death of Vimal Negi. Adopting an aggressive stance, BJP, under the leadership of Leader of Opposition Jairam Thakur and BJP State President Dr. Rajiv Bindal, submitted a memorandum to Himachal Governor Shiv Prapt Shukla. BJP leaders demanded from the Governor that how can an IAS officer be investigated by another IAS officer, where a case has been filed against the MD of the department in the FIR, the officer should have been named in it. Now that the MD has changed, the case has been filed against the post, which is wrong. BJP also placed a demand for a CBI inquiry before the Governor.
Jairam Thakur said on this occasion that the Himachal Pradesh Bharatiya Janata Party Legislature Party today brought to the notice of the Governor through a memorandum that they want to draw his attention to the suspicious death of Vimal Negi, Chief Engineer of HPPCL under Himachal Pradesh Electricity Board. Sir, Shri Vimal Negi was missing for the last several days, even after the family lodged a complaint, no FIR was registered and he could not be traced. On March 18, 2025, the body of Shri Negi was recovered from Govindsagar Lake. On March 19, 2025, the officers, employees of HPPCL and the family members of Shri Vimal Negi held Managing Director Harikesh Meena and Director Desh Raj responsible. They said that the said officers used to pressurize Shri Vimal Negi to do wrong things due to which Shri Vimal Negi remained under mental pressure. Mr. Vimal Negi’s mental harassment had increased so much that he was forced to take this step out of frustration. Therefore, these officers should be suspended immediately and an FIR should be registered against them and the entire incident should be investigated by the CBI. When the government did not take any positive action, the employees of HPPCL and the family members of Mr. Negi kept Mr. Negi’s body outside the HPPCL office and warned the government that they would not cremate him until the government accepts their demands. Then the government suspended the Director of HPPCL, but instead of suspending the Managing Director, he was only removed from the post. Despite that, when the family did not agree, an FIR was registered and after that Mr. Vimal Negi’s family took his body to their native village Kinnaur for cremation.
Your Excellency, while the BJP Legislature Party expresses grief over this incident, it also supports the demands of the family of Shri Vimal Negi and the employees of HPPCL. Sir, we would like to bring to your humble notice that the FIR mentions the name of only one officer, not that of any other officer; only his post has been mentioned, whereas that officer was removed from that post before filing the FIR. Sir, not only this, the government has given the responsibility of investigation to a senior IAS officer. Sir, if another IAS officer investigates an incident in which an IAS officer is involved, then a question mark will be raised on the impartial investigation. Therefore, the BJP Legislature Party demands that:-
i) The name of the other officer should also be included in the FIR of this incident. ii) The CBI should investigate this incident and the activities of HPPCL in the last two years.
