. The Sukhu government of Himachal Pradesh has implemented a new scheme for recruitment to Group-A, B, and C posts in government departments, boards, and corporations. Under this, now the candidates selected through direct recruitment will have to work as ‘job trainees’ on a fixed monthly amount for the first two years. During this time they will not be considered regular government employees, and they will not get facilities like pensions, leave, or other allowances.
According to the notification issued by the Personnel Department on Saturday, the objective of this scheme is to increase transparency in new recruitment, bring accountability, and make the administration more effective. The selected candidates will be given role-specific training before joining the service and after completion of two years, a regular appointment will be given only after passing the efficiency test.
The new recruitment will be done entirely through the State Public Service Commission, Staff Selection Commission, or an agency authorized by the government, and it will be mandatory to follow the reservation policy. Departments and institutions will have to take the approval of the Finance Department before appointing a job trainee.
The special thing is that the job trainee will get the benefit of health schemes like Himcare and Ayushman Bharat, but provisions like CCS, pension, and leave rules applicable in government service will not apply to them. When going on a trip, they will be entitled to get TA-DA equal to the minimum pay scale employee. The job trainee will also get one day of casual leave after one month of service, 10 days of medical leave in a year and 5 days of special leave. The female trainee will also get 180 days of maternity leave for up to two living children and 45 days of special leave in case of miscarriage.
However, officers who have passed the Himachal Pradesh Administrative Service Examination, civil judges, professors of medical colleges, Naib Tehsildar, ACF, Section Officer of HPF & AS, Assistant State Tax and Excise Officer and Police Constable have been excluded from this scheme.
The state government believes that this step will develop professional thinking in the new generation of employees, the administrative system will be strengthened and the public will get better services.
