The issue of reorganizing the organization of the ruling Congress in the country is being postponed again and again, and restlessness among the workers is increasing. Party leaders, who have a desire to get important posts in the state and district committees and to adjust their supporters, have knocked at the doors of Delhi many times. Tired and frustrated, they are internally cursing the slow functioning of the high command, but neither the top leadership of the Congress seems to be concerned about the Himachal Congress which has been running without an organization for the last 10 months, nor is the organizational skill of the newly appointed state in-charge Rajni Patil visible anywhere. On the other hand, state president Pratibha Singh, upset with the functioning of the high command, has said that the party is becoming weak without an organization.
If a senior leader associated with the party is to be believed, the name of the new president will be approved by Congress leader Rahul Gandhi only, because before the next Lok Sabha elections, Rahul has taken the command of organizational reorganization of the Congress in the entire country in his hands. This leader, who has a deep penetration in the high command, said on the condition of anonymity that in the last 2 months, Rahul Gandhi was busy in party workers’ conferences called in big states. Then the entire focus of the party leadership went on the issue of voter list verification in Bihar. In such a situation, due to no meeting on Himachal, this issue is getting postponed again and again.
However, the announcement of the new president was proposed in the last days of July, but now due to the commotion between the ruling and opposition parties in the ongoing monsoon session of Parliament, Rahul, Priyanka and other top leaders including the party president are very busy. Although it is already too late, but the high command can decide the name of the new president anytime this month. Let us tell you that the names of Vinay Kumar and Vinod Sultanpuri, who come from the Scheduled Caste category, are leading as the new president, but the name of the current president Pratibha Singh has been strongly advocated before the top leaders by the Hollylaj camp. Chief Minister Sukhwinder Singh Sukhu and Chief Minister Mukesh Agnihotri have already consulted National President Mallikarjun Kharge and State In-charge Rajni Patil in Delhi. Chief Minister Sukhwinder Singh Sukhu and party president Pratibha Singh are going to Delhi again.
Is this the reason behind the efforts to postpone the civic elections?
The State Election Commission may have started preparations for the proposed municipal body and Panchayati Raj elections at the end of December, but the government has allegedly put on hold the exercise of deciding the reservation roster despite the commission’s deadline. The biggest reason behind this decision is believed to be the non-formation of the party organization, while on the other hand, the opposition BJP has moved ahead in the direction of forming a new executive at the state and district level after the selection of the state president. Now by taking the decision of OBC reservation in the municipal body elections in the cabinet, the government has paved the way for deciding the roster afresh. In such a situation, the elections may be postponed.
