The job of the field staff is to go to the spot, assess the loss and provide immediate relief, but unless an MLA calls the field staff or patwari, they do not go to the spot, we request the government that all of them should be pro-active during a disaster.
Randhir Sharma raised questions on the working style of the government and said that the present government appeared to be avoiding the problems during the time of disaster, their representatives say that cloud bursts are not known. But we ask the government that they know about the rains in July, August and September? Before today, did the government ever work on a complete and advance plan? That is, was any kind of preparation meeting organized regarding the rains and as soon as the rains come, heavy floods start, it is necessary to worry about this.
Randhir Sharma said that if we do not point out the shortcomings then how will the improvements be made? Criticism is a part of the system. If a good government is to be run then people who criticize should be kept along. One thing was clear during the disaster that the government was not serious at all. Perhaps the damage was caused to the assembly constituencies of the opposition, that is why the government did not show seriousness. The revenue department plays a big role during a disaster and the statement of the revenue minister makes it clear that he was not serious during this calamity. Along with this, the Public Works Department is also an important ministry and in the hour of crisis, the department minister Vikramaditya himself went out for a walk during the calamity. We want to ask what important work can happen from a disaster?
Sharma said that the credibility of the present government has ended and big questions have been raised on the government. During the BJP regime, contractors used to say that just deploy JCBs and don’t wait for tenders, money will come anyway, but during the present Congress government, the situation has become such that even after tenders are placed, contractors are not working because they are worried about the payment of their bills.
Another example of loss of credibility is that the people of Himachal are not depositing money in the Chief Minister’s Relief Fund but are making the victims receive the money either directly or through the Leader of Opposition Jairam Thakur.
He said that the public is suffering a huge loss due to the factionalism prevailing in the government because the money is being given to the department of the minister with whom the Chief Minister does not get along, after cutting the budget provision, due to which you are facing difficulties in providing relief to the victims.
