Shimla: Students of Government Senior Secondary School Mahli, who had come to watch the proceedings of the ongoing monsoon session in the Vidhan Sabha, met the Speaker of the Himachal Pradesh Vidhan Sabha Kuldeep Singh Pathania outside the Council Chamber before watching the proceedings of the House. On this occasion, the students requested the Speaker to shed light on the proceedings to be held today and the role , formation and importance of the Speaker’s post of the Vidhan Sabha, to which the Speaker replied in a systematic manner and said that the Vidhan Sabha is the law-making house of a state. Just like there are different classes in our school , there are different areas in the state , and a leader is elected from every area. Who is called MLA. These MLAs together form the Vidhansabha. The main work of the Vidhan Sabha is to make laws for the people of the state. Just like there are rules in a school. Similarly, laws are necessary to run the state.
Pathania said that the political party which wins the most number of MLAs forms the government. The head of the government is called the Chief Minister. In the Vidhan Sabha, the MLAs ask the government questions about the problems of the people and the government has to answer them. Every year the government tells what work it will do for the people and how much money will be spent for it. This is called the budget and the Vidhan Sabha passes it.
He said that there is a speaker in the Vidhan Sabha who controls the proceedings of the House like the principal runs the assembly in a school. Apart from this, the parties which do not form the government are called the opposition. The job of the opposition is to keep an eye on the work of the government and raise the voice of the people. There is a lot of debate on any issue in the Vidhan Sabha in which the MLAs give their opinions. When a law has to be made, the MLAs vote on it. The side which gets more votes becomes the law.
Pathania said that Vidhan Sabha is an important part of democracy. It gives people a chance to participate in the government through their representatives. The Vidhan Sabha speaker also invited all the students to watch the proceedings inside the house and wished all the children his best wishes and wished them a bright future. Deputy Chief Whip of the Himachal Pradesh Government Kewal Singh Pathania was also present on this occasion.
