Shimla: Students of Saraswati Paradise International Public School Shimla and Government Senior Secondary School Annadale paid a courtesy visit to Himachal Pradesh Legislative Assembly Speaker Kuldeep Singh Pathania at the Legislative Assembly Secretariat and asked him many questions related to the parliamentary system, Legislative Assembly, and the election of the Speaker, to which the Speaker replied sequentially. The Speaker of the Legislative Assembly himself also asked the students questions related to the democratic system, the Constitution, and the history of the Himachal Pradesh Legislative Assembly, which the students tried to answer.
Responding to the question asked by the students on the parliamentary system, the Speaker of the Legislative Assembly said that our parliamentary system is based on the federal structure, which includes the Union and the State. The Speaker of the Legislative Assembly said that a multi-party system is prevalent in our country, where parties field their candidates in the elections and the public elects them through voting. During the sessions held in the House, the members of the Legislative Assembly raise the problems related to their respective areas under the various rules and questions, to which the government responds. Many members are satisfied with the government’s reply, while many are dissatisfied. Pathania said that there is a provision of 68 seats for the members of the Legislative Assembly in Himachal Pradesh. While interacting with the children, Pathania said that the party that has 35 or more seats forms the government. He said that firstly the cabinet is formed, which includes the chief minister and the Ministers and the chief minister is the head of the government. He said that the governor works on the advice of the Council of Ministers. While informing the children about the election of the Speaker of the Legislative Assembly, the Speaker of the Legislative Assembly said that the Speaker is elected by the members of the Legislative Assembly. This process is quite interesting. Firstly, the senior-most member of the House, the Pro-tem Speaker, starts the election process. Then, the nomination of candidates for the post of Speaker takes place. If there is only one candidate, he is elected unopposed as the Speaker. But if there are more than one candidate, then secret voting takes place and the candidate with the highest number of votes becomes the Speaker.
The Speaker of the Legislative Assembly also invited all the students to watch the proceedings inside the House today. He wished all the children on his behalf and inspired them to contribute to nation building.
