Shimla, October 22: A case has been registered against former Shimla Superintendent of Police Sanjeev Kumar Gandhi over allegations of fraud, misuse of government funds and financial irregularities, following a complaint filed by a police constable. The case was registered at Sadar Police Station, Shimla, on October 22, 2026, and an investigation is underway.
According to Shimla SP Gaurav Singh, a constable posted at Police Lines, Kaithu, alleged that he had spent ₹1,87,890 from his own pocket during 2024 and 2025 to meet expenses related to official duties and arrangements. He claimed that he had been assured reimbursement and had subsequently submitted the relevant bills to the office. The bills were reportedly examined and approved for payment.
Alleged Payment Irregularities
As per the complaint, on February 6, 2026, the then Shimla SP Sanjeev Kumar Gandhi allegedly called the constable and obtained his signatures on payment-related vouchers, assuring him that the formalities were necessary to process the approved amount. However, the constable alleged that the payment was never made to him despite the signatures being obtained.
The complainant further stated that after raising the issue in July 2026, he approached the office’s accounts branch and learnt that the amount had reportedly been withdrawn from the fund but had not been credited to his account. He was subsequently compelled to arrange money from personal sources to meet his financial obligations.
Probe Reveals Suspected Fund Shortfall
During the examination of financial records, investigators reportedly found that approximately ₹2.35 lakh had been withdrawn from a district police fund over a period of nearly two years. According to the complaint and preliminary findings, records explaining the purpose of these withdrawals were allegedly unavailable, raising concerns about a shortfall in the fund.
The complaint further alleges that when Sanjeev Kumar Gandhi was transferred from the post of Shimla SP to the Personnel Department, the constable’s approved bill amount was transferred to the concerned fund to make up for the reported shortfall, instead of being paid to the complainant.
Case Registered Under BNS Sections
Based on the preliminary findings, police registered FIR No. 138/2026 under Sections 316(5), 314, 318, 336 and 340 of the Bharatiya Nyaya Sanhita (BNS). The provisions relate to offences including criminal breach of trust, dishonest misappropriation, cheating and offences involving forged documents.
Police are examining the financial transactions, relevant records and circumstances surrounding the alleged irregularities. The investigation is ongoing, and the allegations remain subject to verification through the legal process. No final determination of responsibility has been made at this stage.
