In a significant administrative reform, the Himachal Pradesh Finance Department has issued fresh instructions regarding the reimbursement of official communication devices at the residences of government officers.

The new guidelines, released under Expenditure Control-II, broaden the scope of the existing scheme to include internet-based communication devices along with landline telephones.
The directive, issued by Principal Secretary (Finance) Devesh Kumar, IAS, states that eligible officers will now receive category-wise fixed bimonthly reimbursement for residential telephones and approved internet facilities. The move aims to strengthen administrative efficiency, improve digital connectivity, and ensure greater accountability in governance.
As per the instructions, reimbursement claims will be processed subject to documentary proof of installation and verification through the respective Drawing & Disbursing Officers and Heads of Departments.
The order has been circulated to all Administrative Secretaries, Heads of Departments, Deputy Commissioners, Public Sector Undertakings, Universities, and constitutional bodies across the state for strict compliance.
Officials say the decision aligns with the growing role of Information Technology in governance and reflects the government’s push towards a more digitally empowered administration.
