Shimla, March 2026:
In a first-of-its-kind initiative in India, the Himachal Pradesh Government has introduced the “One District, Three Products” (ODTP) scheme in its 2026 budget, aiming to revitalise the rural economy and promote local entrepreneurship.
The scheme will identify three signature products from each district based on market potential. The government will then focus on strengthening the value chain, branding, packaging, and market access to ensure better returns for local producers.
Chief Minister Thakur Sukhvinder Singh Sukhu said the initiative aligns with the vision of making Himachal self-reliant and will play a key role in boosting rural livelihoods.
Industries Minister Harshwardhan Chauhan stated that the scheme will unlock district-level strengths, generate sustainable employment, and provide a wider platform for Himachal’s unique products.
A wide range of products—including turmeric, ginger, maize, shawls, spices, Kangra tea, paintings, honey, chulli oil, and yak wool—will be covered under the initiative, reflecting the state’s diverse agro-climatic and cultural richness.
Beyond product promotion, the ODTP scheme aims to empower artisans, women entrepreneurs, self-help groups, and small producers, while improving supply chains and enhancing market linkages.
The government is also working on a supportive policy framework with graded incentives for ODTP products to ensure smooth implementation.
Additional Chief Secretary (Industries) R.D. Nazeem said the scheme will institutionalise value-chain development, while Industries Commissioner Dr. Yunus emphasised a strong focus on last-mile delivery to ensure benefits reach grassroots stakeholders.
With this initiative, Himachal Pradesh aims to position its indigenous products on the global market while driving inclusive, rural-led economic growth.
