In a stern push to keep campuses addiction-free, the Deputy Director of School Education (Secondary), Kangra, has directed all government and private schools to implement Tobacco-Free Educational Institutions (ToFEI) guidelines with immediate effect.
The order follows a district NCORD meeting held on March 31 under the chairmanship of Additional Deputy Commissioner Vinay Kumar (IAS), where officials raised concern over increasing signs of substance abuse among students.
School heads have been asked to stay alert to behavioural red flags such as sudden fall in academic performance, aggression, mood swings and physical symptoms like red eyes. Students showing such signs are to be identified early and provided counselling.
The administration has enforced a zero-tolerance policy, warning that students found indulging in drug or tobacco use may face strict disciplinary action, including expulsion.
Among key directions issued: no sale of tobacco products within 100 yards of schools, mandatory “tobacco-free” certification, installation of warning signboards, and regular awareness activities like rallies, quizzes and debates.
Schools have also been told to activate anti-drug squads, appoint tobacco monitors, and ensure access to confidential counselling services. Parents will be sensitised through meetings on identifying early signs of substance abuse.
Authorities further instructed schools to promote awareness about the national narcotics helpline MANAS (1933) and encourage student participation in sports and extracurricular activities as preventive measures.
Officials said the move aims to create a safer, healthier environment and curb drug abuse at an early stage among schoolchildren in the district.
