Shimla, Feb 27: His Excellency Shiv Pratap Shukla, Governor of Himachal Pradesh, inaugurated a two-day International Conference on “Tax Reforms in India: Prospects and Challenges” at Himachal Pradesh National Law University on Thursday.
The conference, being held on February 27–28, 2026, is organized by the Centre for Business Law and Economics in collaboration with Indian Council of Social Science Research (ICSSR) and Taxmann.
Addressing the inaugural session, the Governor emphasized the critical role of academic institutions in shaping informed and evidence-based policy discourse, particularly in complex domains such as taxation and fiscal governance. He noted that universities serve as vital platforms for research, critical analysis and constructive dialogue that can meaningfully inform legislative and executive decision-making.
Vice-Chancellor Prof. (Dr.) Priti Saxena delivered the welcome address, highlighting the importance of continuous reforms in India’s taxation framework amid global economic transformations. Prof. (Dr.) Girjesh Shukla, Director of the Centre and Conference Convener, introduced the theme, underlining key policy concerns and structural reforms shaping India’s tax landscape.
The keynote address was delivered by Prof. (Dr.) Nigam Nuggehalli, Professor and Registrar, National Law School of India University, who spoke on contemporary tax reforms, judicial trends and regulatory challenges.
The session concluded with a vote of thanks, followed by the inauguration of the newly designed HPNLU Litigation Lab and a blood donation camp organized by the Youth Red Cross.
The conference features participation from eminent academicians, jurists, tax administrators and industry experts from India and abroad. The valedictory session on February 28 will be graced by Justice Vivek Singh Thakur as Chief Guest.
