The dates for the winter session of the Himachal Pradesh Legislative Assembly have been finalised. The session will be held at the Assembly complex in Tapovan, Dharamshala, from November 16 to 21, 2026. Following the Governor’s approval, the Assembly Secretariat has issued an official notification convening the six-day session. The session is expected to witness discussions on public interest issues, development projects, government schemes and administrative matters concerning the state. Members of both the ruling party and the opposition are likely to raise questions and highlight issues affecting their respective constituencies.
According to the schedule, proceedings will begin at 2:00 PM on November 16. The opening sitting will commence with obituary references to departed leaders before the House takes up its scheduled business. The session will conclude on November 21.
As per the provisional programme issued by the Assembly Secretariat, the House will meet for six sittings over six consecutive days.Government legislative business is scheduled for November 17, 18, 20 and 21. November 19 will include government business along with Private Members’ Day. Private Members’ Day will provide legislators an opportunity to raise matters independently, including constituency-level problems, local development requirements and other public concerns.
Questions submitted by MLAs to the Assembly Secretariat will also be an important part of the proceedings. These questions are forwarded to the concerned departments and the government for responses, after which the Chief Minister and relevant ministers may respond in the House.
With the winter session taking place roughly a year before the next Assembly elections, political discussions between the ruling party and the opposition are expected to gain momentum.Issues relating to public welfare, development works, implementation of government schemes and departmental functioning could feature prominently during the proceedings.
MLAs may seek answers from the government on problems faced by residents in their constituencies, while ministers are expected to respond to questions concerning government policies and ongoing projects. The key issues that dominate the session will depend on the questions submitted by legislators, the official agenda and the matters raised during House proceedings.
The winter session at Tapovan in Dharamshala has often been held in December in previous years. This time, however, it has been scheduled for the third week of November. According to the information provided, the timing is linked to considerations surrounding the winter tourist season. Holding the session in November may help account for tourist movement and related arrangements in Dharamshala and surrounding areas during the peak winter travel period.
Traffic management, security and other administrative arrangements will also be important during the Assembly proceedings. The six-sitting winter session is expected to be significant for Himachal Pradesh’s political and administrative landscape, with attention focused on the issues raised by legislators and the government’s responses in the House.
