Shimla, April 27: In the wake of a tragic incident during a religious gathering in Rohru’s Kulgaon village that claimed the life of a woman, the Sub-Divisional Magistrate (SDM) Rohru has imposed a strict ban on carrying firearms at public gatherings and prohibited celebratory firing across the subdivision.
The order, issued by SDM Dharmesh Kumar on April 27, comes a day after reports from Chirgaon police confirmed that “celebratory firing” during a temple consecration ceremony turned fatal, raising serious concerns over public safety.
Citing provisions of the Arms Act, 1959, the administration stated that the use of firearms in a manner endangering human life is a punishable offence. The order specifically highlights that celebratory gunfire poses a grave threat to public safety, tranquility and the right to life.
Permanent ban at events
The administration has imposed a permanent ban on carrying licensed firearms—including rifles, pistols and revolvers—at any public gathering, religious function, festival or social event such as marriages within the Rohru sub-division.
Zero tolerance for celebratory firing
The practice of “celebratory” or “harsh firing” has been strictly prohibited. Authorities warned that any violation—even by licensed firearm holders—will lead to immediate cancellation of arms licences and criminal prosecution.
Organisers held accountable
Event organisers have been made responsible for ensuring that no attendee carries or uses firearms at venues. Any violation must be promptly reported to the nearest police station.
Police to monitor and act
The order also directs local police to identify individuals with a history of carrying weapons to public events and take preventive action, including possible seizure or deposit of arms where necessary.
Officials said the move aims to prevent further loss of life and maintain public order in the region.
