This is to informed that on 02.06.2025, the main supplier of heroin/chitta – Vijay Soni, son of Kashmiri Lal, resident of Shanti Nagar, Sanatan Chowk, Sirsa, Haryana – was arrested under FIR No. 03/2025 dated 09.01.2025 under Sections 21, 29, and 27A of the NDPS Act, based on financial investigation and prior links. Vijay Soni had already been arrested by Solan District Police and was taken into custody for this case as well. There are 18 NDPS cases registered against Vijay Soni in Himachal Pradesh, Haryana, and Punjab.
The case was registered on 09.01.2025 under Section 21 of the NDPS Act at Police Station Theog after receiving a tip-off on 08.01.2025 that a person was carrying a large quantity of contraband. The individual was apprehended near the Rahighat bypass in Theog. Upon checking the suspect and his vehicle, more than 76 grams of heroin/chitta was recovered from Harsh Saini, son of Shri Mohan Lal, resident of Roorkee, Haridwar, Uttarakhand, aged 20.
Further investigation into linkages in the case led to the arrest of:
1. Harsh Verma, resident of Saharanpur, UP and
2. Sunny, resident of Abohar, District Fazilka, Punjab.
Through financial investigation, additional links were identified,
and Kartik Verma, Rahul Sharma, Sandeep, Ankush Tanta, and Papeel Bhushan were arrested for involvement in drug trafficking.
A total of 9 accused have been arrested in this case so far.

*Background*
On 03.11.2024, the Special Investigation Unit (SIU) Solan arrested two accused:
Vartik Chauhan, son of Shri Mangal Chauhan, resident of Bukhol Bhawan, Dhigudhar Road, Shimla (age 23), and
Rahul Diwan, son of Shri Baby Diwan, resident of village Chohag, P.O. Khada Madawag, Tehsil Chaupal, District Shimla (age 28),
with approximately 16 grams of heroin/chitta.
Another accused, Kshitij, son of Shri Pradeep Ramlaiak, resident of village Pujarli, P.O. Khada Madawag, Tehsil Chaupal, District Shimla (age 23), was arrested on 08.11.2024 by the Dharampur Police Station in relation to FIR No. 156/2024 dated 03.11.2024 u/s 21, 29 NDPS Act.
Based on interrogation of the above three arrested individuals and analysis of their mobile phone details, continuous surveillance was maintained on the main supplier, who was identified as a person named Vijay from Sirsa.
Technical surveillance and analysis by Dharampur Police Station and Cyber Cell Solan revealed that this person was highly cunning and had been evading police since November 2024 by frequently changing his phone, SIM cards, and location. To avoid being tracked, he used WhatsApp calls and temporary Wi-Fi connections from different locations.
On 07.02.2025, Cyber Cell traced the accused to Sector 9, Kharar, Punjab, using technical analysis. Consequently, on 08.02.2025, Vijay Soni, son of Kashmiri Lal, resident of Shanti Nagar, Sirsa, Haryana (age 37), was arrested by the Dharampur Police team.

*Key Findings During Investigation:*
The accused is a major drug kingpin, operating a large network of drug trafficking in Punjab, Haryana, and supplying drugs to youth in Himachal Pradesh.
He has been involved in this trade for a long time and is responsible for the supply of heroin/chitta in several districts of Himachal Pradesh, mostly from Punjab/Mohali.
His network has been active in Himachal Pradesh since 2021, and it was found that over 200 youths from Himachal had been in contact with him for drugs.
He has amassed significant property and wealth from drug trafficking.

*Asset Seizure:*
Financial investigation revealed that Vijay Soni, Rahul Diwan, and Vartik Chauhan owned luxury vehicles including Mercedes-Benz, Ford EcoSport, Fornex Turbo, valued at approximately ₹1.10 crore, purchased with drug money. These vehicles have been seized, and a final report was submitted to the Competent Authority, Delhi, which has now issued orders regarding the confiscation of these vehicles.
