    Shimla, April 18: A fresh concern has emerged from Himachal Pradesh’s education sector, with Art & Craft teachers flagging serious challenges in implementing the newly revised syllabus for classes VI to VIII.

    In an official communication issued by the Directorate of School Education, the C&V Teachers’ Union has urged authorities to roll out a structured training programme for teachers in view of major curriculum changes. The revised syllabus marks a significant shift by introducing substantial components of dance and music alongside traditional art and craft.

    While the move is being seen as a step towards holistic arts education, teachers have pointed out that most of them are trained specifically in drawing and craft, not in performing arts. This mismatch, they say, is making it difficult to effectively deliver the updated curriculum in classrooms.

    Officials acknowledged that without proper training aligned to the revised syllabus, maintaining the quality of learning could become a challenge, ultimately affecting students’ overall learning experience.

    The Directorate has now requested the State Project Director (Samagra Shiksha) to design and implement a comprehensive training programme. It has been suggested that the training be conducted in a phased or district-wise manner to avoid disruption of regular academic activities.

    The issue highlights growing gaps between policy changes and on-ground preparedness, raising questions about how smoothly the new syllabus can be executed without immediate capacity building of teachers.

    Emerging Dehati Producer Company Limited (EDPCL), working as a Cluster-Based Business Organization (CBBO) under the Government of India’s 10,000 FPO scheme, organised a two-day capacity-building and training programme for CEOs and accountants of Farmer Producer Companies (FPCs) at Health & Training Institute, Parimahal, on February 17–18.

    About 50 participants attended the programme aimed at strengthening governance, financial management, statutory compliance and business planning of FPCs.

    Director Pallavi Patyal stressed the need for professional management to ensure the sustainable growth of FPCs.

    Technical sessions were conducted by officials of agriculture, horticulture and animal husbandry departments, including Dr Mahender Bhawani (Deputy Director Agriculture), Dr Karan Sehgal (Veterinary Officer) and Dr Pradeep Himral (SMS, Horticulture). They highlighted departmental schemes and convergence opportunities.

    Participants were also given practical training in bio-fertiliser preparation and mulching techniques under natural farming.

    A financial literacy session was taken by CA Sakshay Vrat and Nitin Garg, MSME head at Union Bank of India, focusing on compliance, fund management, investment avenues and roles of FPC executives.

    To meet the challenges posed by rapidly evolving technologies, continuous skill up-gradation, and the need for enhanced financial and technical knowledge, the Public Works Department (PWD) has introduced its Annual Training Calendar for officers and officials. The calendar was formally launched today in Shimla by Secretary PWD, Abhishek Jain.

     

    The Secretary informed that, as per the schedule, every year, officers from the level of Sub-Divisional Officers (SDO’s) and above will undergo necessary training. The training calendar not only focuses on in-service skill enhancement but also emphasizes capacity building for future responsibilities.

     

    He stated that in view of the growing challenges in infrastructure development, officers will also be provided specialized technical training through reputed institutions like the Indian Institutes of Technology (IITs), NIT, Indian Academy of Highway Engineers, Noida, Central Road Research Institute (CRRI) Delhi, HIPA and other nationally recognized engineering and management institutes. This initiative is expected to sharpen their professional expertise in areas such as road safety, sustainable infrastructure, green building technologies, e-governance, project management, and use of new-age construction materials.

     

    As approved by the Public Works Minister Vikramaditya Singh, the calendar also introduces mandatory training for promotional posts — from Junior Engineers to SDOs and from SDOs to Executive Engineers. Further, training programmes will be conducted at the Zonal Offices, covering officers of all wings of the PWD, including Electrical, Mechanical, and Architectural divisions.

     

    Highlighting the rationale, Jain said that with fast-paced technological advancements, there was a growing need to equip officers with modern engineering inputs for designing and constructing roads, tunnels, bridges, and buildings. Training will also focus on geotechnical studies, environmental assessments, use of digital tools like BIM (Building Information Modelling), GIS-based planning, and modern survey techniques using drones etc.

     

    In addition to external collaborations, in-house training modules will also be organized in partnership with reputed technical institutes. The programme aims to cover around 400 senior officers in the first phase, ensuring that leadership positions in the department remain in tune with the latest technological and financial best practices.

     

    Jain added that this comprehensive training initiative has been made possible due to the visionary approach and farsightedness of Chief Minister Thakur Sukhvinder Singh Sukhu, who has consistently emphasized capacity building, innovation, and adoption of modern practices in governance. He said the new training framework would greatly improve the efficiency, accountability, and service delivery of the PWD, ultimately benefiting the people of Himachal Pradesh through better quality infrastructure.

    The Department of Entomology, Dr. Y S Parmar University of Horticulture and Forestry Nauni, Solan organized a one-day training camp on biological control of insect pests of crops in collaboration with Krishi Vigyan Kendra, Kinnaur. This training camp was organized under the Tribal sub-plan of the All India Coordinated Research Project on Biocontrol of Crop Pests. Fifty farmers from Pooh, Kalpa and Nichar blocks participated in the training.

     

     

     

    Dr. Subhash Kumar Verma, Professor and Head-cum-Principal Investigator of the Project, Department of Entomology, explained about various aspects of biocontrol for managing insect pests of apple and other crops of the region. The farmers were made aware of the importance of eco-friendly management of insect pests of crops and the harmful effects of the non-judicious use of synthetic pesticides.

    Farmers were also apprised of different biocontrol options like natural enemies and microbial biopesticides available to farmers in place of synthetic chemicals. Dr VGS Chandel, Scientist Entomology and co-principal investigator of the project explained the process of multiplication and use of these bioagents and biopesticides for the management of insect pests and diseases. Dr. Arun Negi explained about the various fruit plant varieties available with RHRTS Sharbo and KVK Kinnaur while Dr. Nidhish Gautam emphasized about intercropping of vegetable crops with fruit plants.

     

     

    The eco-friendly inputs of Neem oil, yellow sticky traps, Trichoderma formulation, Metarhizium anisopliae, Jeevamrit, Ghanjeevamrit and Agniaster along with Kisan Margdarshika of UHF Nauni were also supplied to the farmers. The training concluded with an interactive session between farmers and scientists on various aspects of eco-friendly approaches in pest management along with addressing the queries of the farmers.

    हिमाचल सरकार प्रदेश की युवतियों को एयर होस्टेस के अलावा मसाज थेरेपी से जुड़े कोर्स करवाएगी। अभी तक मसाज थेरेपी के क्षेत्र में उत्तर-पूर्वी राज्यों की महिलाओं का कब्जा है।

    देश में अधिकतर इन्हीं राज्यों की महिलाएं स्पा, होटलों और मसाज से जुड़े केंद्रों में सेवाएं देती हैं। एयर होस्टेस के क्षेत्र में महानगरों की युवतियों का दबदबा रहता है। ऊंचे वेतनमान से जुड़े प्रशिक्षण कार्यक्रमों से निकट भविष्य में हिमाचल की युवतियों को आगे आने का अवसर मिलेगा।

    राज्य कौशल विकास निगम राष्ट्रीय सेक्टर स्किल सेंटर के माध्यम से यह दो कोर्स शुरू करवा सकता है। प्रशिक्षण का पूरा खर्च कौशल विकास निगम उठाएगा। अभी तक कौशल उन्नयन कार्यक्रमों के तहत प्रदेश के सभी औद्योगिक प्रशिक्षण संस्थानों के ट्रेड जोड़े गए थे।

    राष्ट्रीय मानकों के तहत पंजिकृत कंपनियां सभी राज्यों में रोजगार की आवश्यकताओं के दृष्टिगत प्रशिक्षण कार्यक्रम आयोजित करती हैं। अधिकांश कालेजों में अंतिम वर्ष के छात्रों को पढ़ाई पूरी करने के तुरंत बाद रोजगार से जुड़ने के लिए फैशन डिजाइनिंग, सूचना प्रौद्योगिकी सहित आधा दर्जन तक एक वर्ष की अवधि के प्रशिक्षण कार्यक्रम होते हैं।

    हिमाचल प्रदेश में मानव वन्यजीव संघर्ष को कम करने एवं निपटने में अपनाए जाने वाली विभिन्न विधियों एवं उपकरणों से संबंधित दो दिवसीय प्रशिक्षण कार्यशाला का शुभारंभ वन्यप्राणी प्रभाग , वन विभाग के अतिरिक्त प्रधान मुख्य अरण्यपाल श्री अनिल ठाकुर जी किया। कार्यशाला का आयोजन बचाव एवं पुनर्वास केंद्र टूटीकंडी में किया गया। कार्यशाला में रोहड़ू, शिमला, आनी ,सराहन रामपुर एवं स्पिति मंडलों के फ्रंट लाइन स्टाफ ने भाग लिया ।डॉ करण शेगल , पशु चिकित्सा अधिकारी जी ने सभी को tranquilazation गन एवं विभिन्न उपकरणों के प्रयोग में लायी जाने वाली सभी विधियों से अवगत करवाया। कार्यशाला का मुख्य उद्देश्य सभी फील्ड ऑफिसियल को विभिन्न उपकरणों के बारे में अवगत करवाना और सभी को वन्यजीव संघर्ष में घटने वाली विभिन्न घटनाओं से निपटने के लिये सक्षम बनाना है।

    कार्यशाला में  रविशंकर , वन मंडलाधिकारी ,वन्यप्राणी मंडल शिमला ,  पूजा कंवर , पशु चिकित्सा अधिकारी ,  प्रमोद गुप्ता  वनपरिक्षेत्र अधिकारी , संजीव  , पशु औषधीय योजक और  विनय कुमार  उपवनराजिक भी उपस्थित रहे।
