Shimla, October 3
The Shimla district administration has made prior police verification mandatory for migrant workers before they are employed or start informal business or self-employment in the district.
District Magistrate Anupam Kashyap issued the order under the relevant provisions of the Bharatiya Nagarik Suraksha Sanhita and Bharatiya Nyaya Sanhita, citing the need to maintain law and order and ensure public safety.
Under the order, employers, contractors and traders will not be allowed to engage any migrant worker in informal employment, services or contract labour unless the worker’s personal details, passport-size photograph and other required information have been submitted to the concerned police station and identity and antecedent verification has been completed.
The order also requires any person arriving in Shimla district to inform the officer in charge of the concerned police station before starting informal business, self-employment or taking up employment. The person must also inform the police station concerned about the nature and purpose of the proposed work in the area.The district administration said violations of the order by migrant workers or their employers would invite action under Section 223 of the Bharatiya Nyaya Sanhita, 2023. The order came into force with effect from October 1, 2026, and will remain in effect until November 30, 2026.
