    Affluent Families Availing Benefits Meant for the Poor

    Residents allege ineligible households are receiving free ration under PHH and BPL categories, while deserving families are being left out.

    Shimla, June 25:
    Questions have been raised over the implementation of the government’s free ration scheme in parts of Shimla district, with local residents demanding a high-level investigation into the alleged inclusion of affluent families in categories meant for economically weaker sections.

    Residents from the Junga area have alleged that several well-off households are continuing to receive subsidised and free ration through government depots under the Priority Household (PHH) and BPL categories, despite possessing permanent houses, private vehicles and other modern amenities.

    Local residents, including Ram Thakur, Ved Prakash Sharma, Jiya Lal, Nek Ram, Ajay Kumar and Ramesh Chandra Sharma, claimed that many genuinely deserving families are being deprived of benefits while ineligible beneficiaries continue to avail government assistance.

    According to the complainants, multiple ration cards have allegedly been issued within joint families under different names to secure benefits under welfare schemes. They further alleged that some families have been categorised as BPL and PHH despite not meeting the eligibility criteria, causing resentment among middle-class and genuinely needy households.

    Cooperative Society Director Udham Singh Thakur stated that subsidised and free ration benefits are intended only for families falling under the Antyodaya, BPL and Priority Household (PHH) categories. He explained that a six-member BPL family receives 12 kilograms of free rice along with 17 kilograms of wheat flour at highly subsidised rates, while a four-member PHH family receives 8 kilograms of rice and 11 kilograms of flour under the scheme.

    The issue has reignited debate over beneficiary verification and transparency in welfare schemes at the grassroots level. Residents have urged the government to conduct a thorough review of beneficiary lists and remove ineligible families from the system.

    Officials in the Food, Civil Supplies and Consumer Affairs Department stated that beneficiary lists for Antyodaya, BPL and PHH categories are prepared at the Panchayat level and ration allocations are made accordingly. Meanwhile, several Panchayat-level officials reportedly acknowledged that there may be cases where financially sound families are continuing to receive benefits, warranting a fresh verification exercise.

    Residents have demanded a comprehensive audit of ration card holders to ensure that government welfare schemes reach only those families for whom they are intended.

    Shimla, May 27: The first phase of Panchayat elections in the Mashobra Block concluded peacefully late Tuesday night, with polling and counting completed in 11 out of 32 Panchayats.

     

    According to the Returning Officer, Panchayat Mashobra, elections for the posts of Pradhan, Deputy Pradhan and Ward Members were conducted smoothly across all 11 Panchayats, and results were declared after counting.

     

    In Baldeya Panchayat, Poonam was elected Pradhan while Rajendra was chosen as Deputy Pradhan. Manohar Singh and Mohit Thakur were elected Pradhan and Deputy Pradhan respectively from Balog Panchayat. Vikram Singh and Ajay Thakur secured the posts in Bhont Panchayat.

     

    From Chamyana Panchayat, Leela Verma was elected Pradhan and Ratan Chand as Deputy Pradhan, while Ramlal and Ishwar Dutt were elected from Junga Panchayat.

     

    In Koti Panchayat, Pratibha was elected Pradhan and Balkrishna Deputy Pradhan. Bhagat Ram and Ashwani Kumar won the respective posts in Mashobra Panchayat.

     

    Narayan Dutt and Devi Saran were elected Pradhan and Deputy Pradhan from Nala Panchayat, while Kamal Das and Pradeep Kumar emerged victorious in Naldehra Panchayat.

     

    Lata Verma and Diwakar were elected from Patgaihar Panchayat, whereas Nisha Devi and Attar Singh Thakur won the posts of Pradhan and Deputy Pradhan respectively in Peeran Panchayat.

     

    Officials said the second phase of elections in 11 Panchayats will be held on May 28, while polling in the remaining 10 Panchayats is scheduled for May 30.

    Shimla: A major update has emerged regarding the upcoming Panchayat elections in Himachal Pradesh, as the government has officially released the reservation roster.

    According to the new roster, 50 percent of seats across Gram Panchayats, Panchayat Samitis, and Zila Parishads have been reserved for women, ensuring significant representation at the grassroots level.

    The reservation has been implemented based on the 2011 Census data. In addition, seats have been allocated for Scheduled Castes (SC) and Scheduled Tribes (ST), while Other Backward Classes (OBC) will receive reservation in proportion to their population.

    The government has also granted Deputy Commissioners (DCs) limited powers to make necessary adjustments in the roster under special circumstances to address local requirements.

    Meanwhile, indications suggest that the election notification may be issued by the third week of April, with polling expected to be conducted in phases.

    The move is being seen as a significant step toward strengthening women’s participation in grassroots democracy across the state.

    The Himachal government has launched a campaign at the panchayat level to prevent water-borne diseases. Pamphlets are being distributed in homes to make people aware of the disease.

    There is a possibility of getting waterborne diseases by consuming contaminated water. If treatment is not done on time, there is a possibility of gastroenteritis, jaundice, typhoid and can be dangerous.

    Advisory has been issued regarding water borne diseases increasing continuously in the state. People have been advised to clean the surroundings and drink boiled water. The Health Department has alerted the Principal of the Medical College, Senior Medical Superintendent, Chief Medical Officer regarding the diseases.

    Patients coming for treatment in OPD have been asked to get tested. The hospital administration has been instructed to provide medicines in sufficient quantity. Due to the torrential rains in the state, dirty water is being supplied to people’s homes. Due to this the figures of waterborne diseases are increasing.

    How to Protect Yourself 

    Use clean water, boil the water for 15 minutes.
    If there is a possibility of contaminated water, drink water mixed with chlorine.
    Add a chlorine tablet to a bucket of water
    Regularly clean the tanks in the house
    Eat fresh food
    Wash vegetables and fruits with clean water

    हिमाचल की पंचायतों में 12 साल पुरे कर चुके पंचायत अंशकालीन चोकीदार को दैनिक वेतन भोगी बना दिया गया है. जिसकी अधिसूचना जारी कर दी गई है.

    कैबिनेट की बैठक में ये फैसला लिया गया था. हिमाचल की पंचायतों में तीन हज़ार से ज्यादा चोकीदारों को इसका लाभ मिलेगा.

    हिमाचल प्रदेश चुनाव आयोग ने राज्य में पंचायती राज संस्थाओं और शहरी निकायों के चुनावों के लिए मानक संचालन प्रक्रिया(एसओपी) जारी कर दी है। इसके तहत चुनाव कार्य में तैनात सभी कर्मियों को फेस मास्क लगाना अनिवार्य होगा। हर कर्मचारी को अपने मोबाइल फोन पर आरोग्य सेतु ऐप का उपयोग करना होगा। चुनाव के लिए चयनित प्रत्येक स्थल व मतदान केंद्र को सैनिटाइज करवाया जाएगा। ईवीएम की जांच के लिए सामाजिक दूरी को सुनिश्चित किया जाएगा। निर्वाचन के लिए प्रशिक्षण एवं मतदान दलों को प्रस्थान के समय, इस कार्य में नियुक्त प्रत्येक कर्मचारी के तापमान की जांच थर्मल स्केनर से की जाएगी।

    चुनाव के लिए जिला स्तर पर मुख्य स्वास्थ्य अधिकारी या उनके द्वारा नामित स्वास्थ्य अधिकारी  को नोडल अधिकारी नियुक्त किया जाएगा।  खंड स्तर पर ब्लॉक स्वास्थ्य अधिकारी को या उनकी ओर से नामित डॉक्टर को नोडल  अधिकारी नियुक्त किया जाएगा। नोडल अधिकारी निर्वाचन के दौरान कोविड-19 से बचाव के लिए सभी आवश्यक उपाय किया जाना सुनिश्चित करेंगे। नोडल अधिकारियों के नाम एवं मोबाइल नंबर चुनाव में नियुक्त सभी अधिकारी/कर्मचारियों को उपलब्ध करवाए जाएंगे। कोरोना वायरस से बचाव के लिए समस्त प्रबंध संबंधित नोडल अधिकारी के मार्गदर्शन व निर्देशन में किए जाएंगे।

    बता दें  प्रदेश में पंचायती राज संस्थाओं और शहरी निकाय चुनाव में प्रदेशभर के करीब 54.33 लाख वोटर प्रत्याशियों के भाग्य का फैसला करेंगे। इनमें 27,34,154 पुरुष और 26,98,709 महिलाएं मतदाता वोट डालेंगी। संबंधित जिलों के जिला चुनाव अधिकारी तय करेंगे कि किस पंचायत में कौन से चरण में चुनाव कराना है।

    राज्य में कुल 3615 पंचायतें के 21384 वार्ड सदस्य, पंचायत समिति के 1792 और जिला परिषद के 249 वार्ड सदस्य चुने जाने हैं। कुल 3615 प्रधान और इतने ही उपप्रधानों का चुनाव होगा। प्रदेश चुनाव आयोग ने प्रदेश में पंचायती राज संस्थानों और शहरी निकायों के लिए कुल 60 हजार कर्मचारियों की चुनाव ड्यूटी लगाई है। पंचायती राज संस्थाओं के चुनाव में मतपेटियां और शहरी निकाय चुनाव में इलेक्ट्रॉनिक वोटिंग मशीन का इस्तेमाल होगा। चुनाव आयोग ने स्वतंत्र और निष्पक्ष चुनाव कराने को करीब 22 हजार पोलिंग पार्टियां बनाई हैं।

    ये पोलिंग पार्टियां अलग-अलग चरणों में सेवाएं देंगी। आयोग के अधिकारियों ने बताया कि एक चरण के चुनाव में आठ हजार कर्मचारी चुनाव ड्यूटी पर तैनात रहेंगे। प्रत्येक पोलिंग पार्टी के साथ दो सुरक्षा कर्मी और एक स्वाथ्य कर्मी भी ड्यूटी रहेगा। वहीं, प्रदेश में पंचायती राज चुनावों में इस बार प्रत्याशियों का परिणाम ऑनलाइन दिखेगा। इसके लिए पंचायती राज विभाग ने एक सॉफ्टवेयर तैयार किया है। इसे मतगणना स्थल समेत मुख्य केंद्र से लगातार अपडेट किया जाएगा, जिससे प्रत्याशियों का परिणाम जल्द घोषित हो सकेगा।

    जानकारी के अनुसार अगले माह होने वाले पंचायती राज चुनावों को लेकर इस बार विभाग ने कई तरह के बदलाव किए हैं। इनमें विभाग की सबसे बड़ी उपलब्धि पंचायती राज चुनावों में मैदान में उतरे प्रत्याशियों के परिणाम को ऑनलाइन दिखाना है।

    हिमाचल प्रदेश में पंचायत चुनाव का शंखनाद हो गया है। तीन चरणों 17, 19 व 21 जनवरी को पंचायत चुनाव के लिए वोटिंग होगी। इसे लेकर राज्य निर्वाचन आयोग ने आज अधिसूचना जारी की है। नई बात ये है कि पूरा शिमला जिला और मंडी के धर्मपुर विकास खंड में 467 प्रधानों के चुनाव फिलहाल नहीं होंगे। हिमाचल प्रदेश हाईकोर्ट द्वारा स्टे लगाने के बाद निर्वाचन आयोग ने इन विकास खंडों में पंचायत चुनाव नहीं करवाने का फैसला लिया है।

    आयोग ने कहा है कि हाईकोर्ट के स्टे के चलते शिमला जिला के सभी विकास खंडों और धर्मपुर विकास खंड में पंचायत प्रधान के चुनाव उक्त तिथि में नहीं होंगे। गौर हो कि शिमला जिला में 413 पंचायतें हैं। ऐसे में 413 पंचायत प्रधान फिलहाल नहीं चुने जाएंगे। इसी तरह मंडी जिला के धर्मपुर विकास खंड की 54 पंचायतों में प्रधान पदों पर चुनाव नहीं होगा।
