Senior Himachal Administrative Service (HAS) officer Gyan Sagar Negi has assumed charge as the Additional District Magistrate (Protocol), Shimla, stating that the district administration will work to ensure government welfare schemes reach every eligible beneficiary through transparent, efficient and citizen-centric governance.
Addressing the media after taking charge, Negi said the administration remains committed to providing timely, transparent and effective public services. He emphasised that extending the benefits of various government schemes to deserving citizens across the district will be a key priority.
He said the state government, under the leadership of the Chief Minister, is implementing several welfare initiatives for different sections of society. The district administration will strengthen public outreach and coordination among departments to ensure that information and benefits of these schemes reach the last mile.
Negi also highlighted the importance of improving communication between the administration and the public to enhance awareness about government policies, development programmes and welfare initiatives.
On disaster management, he said the District Disaster Management Authority will intensify efforts in disaster preparedness, prevention, rescue, relief and rehabilitation. Works being carried out under the Special Disaster Relief Package will be reviewed regularly, with field inspections conducted to ensure timely execution.
He further said the administration will focus on speeding up revenue-related cases to reduce delays and minimise repeated visits by citizens to government offices. A dedicated strategy will be implemented for faster disposal of revenue matters.
Negi added that better coordination would also be ensured for official protocol, VIP visits and government functions across the district.
A native of Rushkalang village in Pooh tehsil of Kinnaur district, Negi completed his schooling in Himachal Pradesh before pursuing higher education at DAV College, Chandigarh. He earned a Master’s degree from the Delhi School of Economics and joined the Himachal Administrative Service after clearing the HAS examination in 1997.
During his administrative career, he has served as Tehsildar in Sunni, Rohru and Shimla Rural, District Revenue Officer in Shimla and Dharamshala, SDM Baijnath, SDM Shimla Rural, Joint Director-cum-Joint Secretary in the Rural Development Department, ADM Kaza, Executive Director of HIMUDA, Managing Director of HIMFED, Joint Secretary and Additional Secretary in the Chief Minister’s Office, and Registrar of Himachal Pradesh University before taking over as ADM (Protocol), Shimla.
