Himachal Pradesh embraces digital technology, artificial intelligence for efficient governance

 

 

Himachal Pradesh is witnessing a transformation in its digital governance and services delivery as the state government has ushered a series of reforms and initiatives to ensure the state emerges as an early adopter and leader of the digital model of governance. These reforms, ushered under the visionary leadership of Chief Minister Thakur Sukhvinder Singh Sukhu, are aimed at improving efficiency, transparency and accountability in administrative processes.

 

Owing to the new digital platforms and improvement in the existing systems introduced by the current government, officers and departments are able to manage important administrative functions in a faster, smarter and more organised manner.

 

The eOffice marks the beginning of an era of paperless administration in the state. It enables automation of government’s internal processes, reduction in paper usage, increased transparency and improvement in the overall efficiency of the government’s administrative procedures. The eOffice platform provides features such as document management (eFile), eFile tracking, eSign and workflow automation etc. Currently, close to 900 offices of the state are onboard eOffice, including 108 in the Secretariat, 98 Directorates, 15 S.P. Offices, 12 D.C. Offices, 74 SDM Offices, 88 BDO Offices and 491 field offices.

 

The state government operates the Mukhyamantri Seva Sankalp Helpline (MMSS Helpline) 1100 to provide a centralised mechanism for citizens to register grievances and seek resolution from government departments. MMSS Helpline offers online registration, routing, monitoring and disposal of complaints, with officers across departments mapped to the platform for time-bound action. Over 10,000 officers from 93 departments have been mapped to the grievance redressal system. The government has strengthened the platform by adding WhatsApp-based chatbot functionality and improved monitoring of satisfactory resolution of grievances.

 

HimParivar, the state’s unified Family and Social Registry, was launched by the government on 25 January, 2025 to create a reliable and consolidated family database for citizen-centric service delivery. The platform brings together family and member information from different government systems. It supports e-KYC, verification of beneficiaries, survey-based data collection and integration with existing departmental databases.

 

Another important initiative is ‘HimSeva portal’, the state’s unified service delivery portal for providing Government services to citizens through a single digital platform. The portal brings together services of multiple departments and supports end-to-end online processing, including application submission, digital document verification, payments and service delivery. The portal is being further enhanced through AI-based document verification. The government is also developing ‘HimSeva 2.0’ to provide a more integrated, efficient and citizen-friendly service delivery.

 

The Annual Performance Appraisal Report (APAR) Portal digitizes the process of performance appraisal and Annual Work Plan management for officers and officials. The portal provides a structured workflow for reporting, reviewing and accepting authorities, while enabling the setting of measurable as well as qualitative goals. The system is helping bring greater consistency, transparency and efficiency.

 

Another important initiative is the Meeting Management System which streamlines meetings from scheduling and notices to attendance, proceedings and action-point tracking. Automated reminders and Action Taken Reports further strengthen accountability. It includes task management functionality, enabling authorised officers to assign tasks, set timelines and monitor their progress online.

 

The Document Management System is another step towards a more efficient and paperless administration which provides a secure digital platform for storing, managing and retrieving official documents, reducing dependence on physical files. Adding a new dimension to this initiative, Artificial Intelligence capabilities have recently been introduced in the Document Management System.

 

HimAccess is the state’s single sign-on and digital identity platform for citizens and government employees. It provides a common authentication and access mechanism for multiple government services and applications, reducing the need for citizens and officials to maintain separate credentials across different systems.

 

These initiatives are a reflection of Himachal Pradesh’s continued strides towards good governance. By combining digital workflows, automation and emerging technologies such as Artificial Intelligence, the state government is building a governance and administration model that is more efficient, transparent, accountable and better equipped for future challenges.
