Himachal Assembly Speaker interacts with 104 students ahead of first day of Monsoon Session
Shimla: Himachal Pradesh Vidhan Sabha Speaker Kuldeep Singh Pathania on Thursday said that the smooth functioning of the House depends on harmony, coordination and cooperation among its members.
Pathania was interacting with around 104 students of Convent of Jesus and Mary, Chelade, and Government Senior Secondary School, Diot, in Chopal tehsil, before the commencement of the first-day proceedings of the Monsoon Session of the Himachal Pradesh Assembly.
The students met the Speaker at Gate No. 1 of the Council Chamber and asked him several questions about the functioning of the Assembly, the role of the Speaker, the formation of the legislature and the Council of Ministers.
Responding to the students, Pathania explained that India’s parliamentary system is based on a federal structure, with governance functioning at both the national and state levels.
He said Parliament at the Centre comprises the Rajya Sabha and the Lok Sabha, while state legislatures function according to their constitutional structure.
Pathania said he was unanimously elected as the Speaker of the 14th Himachal Pradesh Legislative Assembly and that one of the key responsibilities of the Speaker was to conduct the proceedings of the House smoothly.
“The House functions effectively with the cooperation of both the ruling party and the Opposition. Harmony, coordination and cooperation among members are essential for ensuring the smooth conduct of proceedings,” he said. Addressing students pursuing legal education, the Speaker said they were the future lawyers and judges of the country and had an important responsibility in upholding India’s democratic system, freedom and rule of law.
He also highlighted the contribution of several leaders with legal backgrounds in India’s freedom movement, including Motilal Nehru, Jawaharlal Nehru, Sardar Vallabhbhai Patel, Vithalbhai Patel and Dr Rajendra Prasad. Pathania said the dignity and traditions of legislative institutions were of great importance in a democracy. He added that the Himachal Pradesh Legislature continued to be recognised across the country for its parliamentary traditions.
The Speaker extended his best wishes to the students and invited them to witness the proceedings of the House. Deputy Chief Whip of the Himachal Pradesh Government, Kewal Singh Pathania, was also present on the occasion.
