The Himachal Pradesh Government has decided to continue the complete ban on transfers of state government officers and officials until further orders. The Department of Personnel (Appointment-II) has issued fresh instructions to all Administrative Secretaries, Heads of Departments, Divisional Commissioners, Deputy Commissioners, and heads of Boards, Corporations, Universities, and Autonomous Bodies across the state.
According to the official communication, a complete ban on transfers was imposed on April 6, 2026. The government has now reiterated that the ban will remain in force until further instructions are issued. No transfer of any state government officer or official will be ordered without obtaining prior specific approval from the competent authority.
The letter further states that any transfer proposal must strictly comply with the provisions of the Comprehensive Guiding Principles–2013 governing the transfer of state government employees.
All departments and subordinate offices have been directed to ensure strict compliance with these instructions in both letter and spirit. The government has also warned that any deviation from these directions will be viewed seriously.
