Telangana’s Samagra Shiksha Director and Director of School Education, Dr. E. Naveen Nicolas, on Wednesday met Himachal Pradesh Samagra Shiksha Director Rajesh Sharma at the Samagra Shiksha Directorate in Shimla to discuss innovation-driven reforms, digital governance and student-centric initiatives in school education.
During the meeting, both officials held detailed discussions on quality improvement in education, technology integration, administrative efficiency and best practices being adopted in their respective states.
Dr. Naveen Nicolas appreciated Himachal Pradesh’s efforts towards improving learning outcomes, strengthening governance and enhancing school monitoring systems. He particularly praised the state’s 6A framework-based Vidya Samiksha Kendra (VSK) model, which integrates Attendance, Assessment, Administration, Accreditation, Adaptive Learning and Artificial Intelligence into a unified digital governance platform.
He said Himachal Pradesh has successfully developed a data-driven governance mechanism by integrating multiple digital initiatives, enabling timely decision-making and improved monitoring of schools and student performance.

6A-Based Vidya Samiksha Kendra Model Receives Appreciation
Rajesh Sharma said the state has transformed the Vidya Samiksha Kendra into a comprehensive platform for decentralised review systems, AI-based administrative management and data-backed decision-making, rather than limiting it to a dashboard mechanism.
He added that integration of components such as real-time attendance monitoring, competency-based assessments, school accreditation, digital tracking and adaptive learning has strengthened accountability and quality in school education across the state.
Sharma further stated that continuous efforts are being made to strengthen pre-primary education, digital learning, smart classrooms, vocational education, teacher training, inclusive education, school safety and educational infrastructure.
Calling Himachal’s VSK model an “inspirational initiative”, Dr. Naveen Nicolas said the effective implementation of the 6A integration framework presents a new direction for education transformation in the country.

Himachal’s Performance in PGI, PARAKH and ASER Highlighted
Dr. Naveen Nicolas also lauded Himachal Pradesh’s performance in the recently released Performance Grading Index (PGI) 2.0 report issued by the Union Education Ministry.
According to the PGI 2024-25 report, Himachal Pradesh’s score improved from 573.8 in 2023-24 to 659.2 in 2024-25, helping the state climb from the 13th to the 6th position nationally.
He also appreciated the state’s strong performance in the PARAKH Survey 2024 and ASER report, where Himachal Pradesh ranked among the top-performing states in terms of learning outcomes and educational quality.
Rajesh Sharma said the exchange of ideas and best practices between states would play an important role in strengthening innovation-led reforms and improving the quality of school education in the future.
