Officials should complete pending works of development schemes on priority basis – Anirudh Singh

 

Review of department wise progress in the meeting of District Planning Development and 20 Point Programme Review Committee.

 

The District Planning Development and 20-Point Programme Review Committee met today at Bachat Bhawan, Shimla, under the chairmanship of Rural Development and Panchayati Raj Minister Anirudh Singh. The meeting detailed a review of the progress of various rural development schemes, 20-point programmes, and departmental schemes in the district for the financial years 2024-25 and 2025-26.

The meeting discussed department-wise targets, achievements, budget utilization, pending tasks, and the status of scheme implementation. The Minister directed officials to complete development projects in a timely manner and ensure that eligible people receive the benefits of the schemes.

 

21.58 lakh man-days of employment created under MNREGA

The meeting was informed that 21.58 lakh man-days of employment have been created under MNREGA and job cards have been issued to 15,588 families. Under the National Rural Livelihood Mission (NRLM), 714 new/revived self-help groups have been formed. Of these, 399 groups were provided with revolving funds and 285 groups with community investment funds.

Under the Rural Sanitation Programme, 344 individual household toilets have been constructed against a target of 801. Under the Pradhan Mantri Awas Yojana, 2,675 houses were approved in 2024-25, of which the first installment has been released to 2,643 beneficiaries. So far, 518 houses have been approved in 2025-26.

 

Preparations to set up solid waste management plants around Shimla

Rural Development and Panchayati Raj Minister Anirudh Singh said that solid waste management plants will be established around Shimla, for which land is being sought. He urged panchayats to provide NOCs for land to establish plants at their own level, so that the government can take necessary action and establish the plants.

He informed that a modern plastic management center (waste plant) is being established in Dummi Panchayat at a cost of approximately ₹5 crore. He said that it is essential to develop effective systems for solid waste management at the local level.

Expressing dissatisfaction with the functioning of some departments, the Minister stated that departmental work requires speed and better coordination. He stated that in the future, committee members will be able to receive questions and information from departments via email, ensuring timely access to necessary information.

 

Review of achievements of various departments

Under the Food and Civil Supplies Department, 14,893 metric tons of wheat/flour and 7,052 metric tons of rice were lifted in the APL category in 2025-26. For the BPL/PHH category, 2,364 metric tons of wheat/flour and 5,902 metric tons of rice were lifted. Similarly, 10,893 metric tons of wheat/flour were allocated under the Antyodaya Anna Yojana.

Under Jal Jeevan Mission, all 85 partially covered habitations in Rampur circle were covered against the target of 85. Under the Health Department, 11,479 institutional deliveries were recorded in the year 2025-26.

In the Agriculture Department, 600 Scheduled Caste families were assisted in agriculture and 40 families in soil conservation. Among Scheduled Tribe families, 80 families benefited under agriculture.

In the Horticulture Department, 25 families benefited against the target of 25 for Scheduled Caste families in 2024-25 and 155 families in the non-IRDP category. 169 families benefited in 2025-26. Among Scheduled Tribe families, 11 received assistance in 2024-25 and 4 in 2025-26.

In the Animal Husbandry Department, 320 families benefited from the Scheduled Caste families in 2024-25, against a target of 320. In 2025-26, 360 families have benefited so far against a target of 480.

 

100% achievement in many areas of welfare schemes

Under the SC/ST Corporation, 86 families benefited against a target of 171 for SC families in 2024-25, while 98 families benefited against a target of 93 in 2025-26. For ST families, the achievement remained zero in both years.

Under the Computer Application Scheme of the District Welfare Department, for Scheduled Caste families, 266 were achieved 100% against the target of 266 in the year 2024-25. 156 families were also benefited in housing subsidy against the target of 156. In the year 2025-26, 25 were achieved against the target of 25 under housing subsidy. For Scheduled Tribe families, 23/23 were achieved in the Computer Application Scheme and 4/4 in housing subsidy.

 

Forest and road construction works also reviewed

In Shimla Forest Circle of Forest Department, plantation was done in 261 hectare area against the target of 261 hectare in the year 2024-25. In the year 2025-26, against the target of 280.031 hectare, 278.031 hectare achievement was recorded. In Rampur Forest Circle, plantation was done in 309.9 hectare area against the target of 346.33 hectare in the year 2024-25 and 344.9 hectare in the year 2025-26. The number of plantations in the district has increased from 1,63,813 plants in the year 2024-25 to 2,53,637 plants in the year 2025-26.

Under Pradhan Mantri Gram Sadak Yojana/Public Works Department, 99.415 km road construction was done in Shimla 4th circle in the year 2024-25, whereas in the year 2025-26, 98.885 km achievement was recorded against the target of 208.145 km. In Rohru 14th circle, 141.87 km road work was completed in the year 2025-26 against the target of 299.2 km. In Rampur Bushahr 11th circle, 3.53 km of tarring was done against the target of 7.53 km and 18.315 km of upgradation tarring was done against the target of 39.92 km.

 

494 works completed under the district plan in 2024-25

The meeting also reviewed approved and completed works under the district plan. In the financial year 2024-25, a total of 627 works were approved for a total of ₹27.75 crore, of which 494 were completed, and a total of ₹21.46 crore was spent. A further 133 works, totaling ₹6.28 crore, are pending completion.

In the financial year 2025-26, 99 works have been approved so far with an amount of Rs 5.32 crore. Out of these, 5 works have been completed with an amount of Rs 13.50 lakh, while 94 works are pending with an amount of Rs 5.18 crore. Around 79 percent works were completed in the year 2024-25, whereas in the year 2025-26, about 5 percent works have been completed so far. In the year 2025-26, specifically, 93 works of SDP are pending for completion.

 

Review of plans of urban bodies also

In the Municipal Corporation Shimla, 14 Self Help Groups were formed under the National Urban Livelihood Mission in the year 2024-25 against the target of 12. In Municipal Council Theog, 7 Self Help Groups were formed against the target of 7 and under PM-SVANidhi, 657 beneficiaries benefited against the target of 1,050.

The Rohru Municipal Council achieved its goal of forming 10 self-help groups in 2025-26. The Sunni Municipal Council achieved 14 against the target of 14 EWS/LIG housing approvals and 5 against the target of 5 housing construction in 2025-26. Assistance to poor families also achieved 14 against the target of 14.

 

The Deputy Commissioner directed the officers to monitor the situation regularly.

Deputy Commissioner Anupam Kashyap said the committee’s objective is to ensure timely and effective completion of development projects in the district, delivery of scheme benefits to eligible people, and better coordination between various departments. He directed officials to regularly monitor set targets and complete pending tasks on a priority basis.
