Under the chairmanship of Deputy Commissioner Solan Manmohan Sharma, a four-day training camp was organised today in the auditorium of District Panchayat Officer Office Solan for the newly elected Pradhans and Deputy Pradhans of 25 Panchayats of Development Block Nalagarh.
Congratulating the newly elected Panchayat representatives, the Deputy Commissioner said that the main objective of this basic training programme is to provide information to the newly elected Pradhans and Up-Pradhans about their rights, duties, Panchayat functioning and various development schemes, so that they can discharge their responsibilities effectively.
He said that Panchayati Raj institutions are the fundamental unit of rural development. The role of Panchayat representatives is crucial in the development of villages, the effective implementation of public welfare schemes, and the resolution of people’s problems.
The Deputy Commissioner called on Panchayat representatives to work in coordination for the development of rural areas and ensure that the benefits of government welfare schemes reach eligible people. He also stressed the need to strengthen transparency, accountability, and public participation at the Panchayat level.
The Deputy Commissioner urged Panchayat representatives to prioritize public work so that people can quickly benefit from projects. He said that Panchayat representatives should also take the lead in social work. He said that Panchayats should prioritize libraries, Anganwadis, and community centers.
He said that by using the powers provided under the Panchayati Raj Act, ensure that even minor disputes of the local people are resolved at the Panchayat level itself.
In the training camp, the officers and experts of the concerned departments provided information to the newly elected Panchayat representatives on various important topics including Panchayati Raj Act 1994, Himachal Pradesh Panchayati Raj Rules-1997, Himachal Pradesh Panchayati Raj Finance Rules-2002, Panchayati Raj system, functions and responsibilities of Panchayats, implementation of development plans and financial and administrative processes.
In the training camp, District Panchayat Officer Solan Joginder Singh Rana, Panchayat Inspector Nitesh Bhatia, retired Panchayat Inspector Jaichand Kaushal, Ramesh Sharma also provided information on subjects related to Panchayati Raj.
