Shimla: Students of Portmore School, Shimla, and Government College, Dhami, visited the Himachal Pradesh Vidhan Sabha on Saturday and witnessed the proceedings of the second day of the Monsoon Session.
Before entering the House, the students met Himachal Pradesh Assembly Speaker Kuldeep Singh Pathania in the lobby of the Council Chamber at the Vidhan Sabha Secretariat. The interaction began at around 10.30 am.
The students sought information about the day’s proceedings, the role and formation of the Legislative Assembly, and the importance of the Speaker’s office.
Explaining the functioning of the Assembly, Speaker Pathania said that the Vidhan Sabha is the legislative body of a state, responsible for making laws for its people. He explained that representatives are elected from different constituencies, and these elected representatives, known as MLAs, collectively form the Legislative Assembly.
He said that the political party winning the highest number of seats forms the government, while the Chief Minister heads the state government. The Assembly provides an important platform where MLAs raise public issues and seek answers from the government.
Pathania also explained the role of the Assembly in passing the state budget and scrutinising the government’s policies and expenditure.
Highlighting the importance of the Speaker, he said the Speaker conducts and regulates the proceedings of the House. He also explained the role of the Opposition, which monitors the functioning of the government and raises issues concerning the public.
The Speaker said debates are held in the Assembly on important matters, with MLAs presenting their views before decisions are taken through voting.
Describing the Vidhan Sabha as an important pillar of democracy, Pathania said it gives people an opportunity to participate in governance through their elected representatives.
He invited the students to observe the proceedings inside the House and wished them success and a bright future.
