Invoking the constitutional principles of dignity, equality and good governance, Punjab & Haryana High Court Advocate Tanuj Goyal has submitted a comprehensive representation to the Hon’ble Chief Minister of Punjab, seeking the immediate implementation of UPI, QR Code and Card-based digital payment facilities in Punjab Roadways and PRTC buses across the State. The representation follows the Government’s approval of Digital Electronic Ticketing Machines and calls for their time-bound implementation.
The representation highlights that although the policy has received administrative approval, thousands of passengers continue to face avoidable inconvenience due to the absence of digital payment facilities. It recalls that this public interest issue has been consistently pursued since March 2024, supported by official correspondence and subsequent reminders.
Drawing attention to Articles 14 and 21 of the Constitution of India, Advocate Goyal submits that access to public transport should not compromise a citizen’s dignity merely because he or she is unable to tender exact change. The representation narrates an incident involving a senior citizen who was publicly embarrassed over the issue of change, emphasizing that such experiences undermine the constitutional promise of dignified public services.
The representation further states that the introduction of digital ticketing would enhance transparency, accountability, revenue management and passenger convenience while strengthening the vision of Digital India and technology-driven governance. It requests the Government to ensure early deployment of digital ticketing machines, staff training and an effective grievance redressal mechanism for commuters.
