Shimla, August 19: Deputy Commissioner Anupam Kashyap on Wednesday directed all sub-divisional officers and departmental officials to submit complete proposals on priority for the repair of roads, schools, drinking water schemes and other public assets damaged during the rainy season.
Chairing a review meeting on the availability of funds under the SDRF and NDRF and the restoration of disaster-affected development works, the Deputy Commissioner said the proposals should be prepared at the field level and forwarded to the district administration through the concerned SDMs without delay.
He said each proposal must include a detailed damage report, cost estimate and recovery letter, adding that incomplete proposals often lead to unnecessary delays in the release of funds.
Kashyap said the state government had allocated funds at the district level for the repair of disaster-hit schemes, but the required number of complete proposals was not being received from the field. He directed officers and field staff to treat such cases as a priority and ensure that all necessary documents were attached with the proposals.
The Deputy Commissioner also asked officials to complete the process for issuing Letters of Credit (LOC) for approved development works at the earliest so that work could begin on time.
Reviewing projects sanctioned under the Members of Parliament Local Area Development Scheme (MPLAD), Kashyap expressed concern over several works that have remained pending for years despite being approved. He directed the concerned officials to personally monitor such projects, complete the required formalities and expedite their execution.
He further directed that any disaster-related information or reports sought at the district level must be submitted within two days. Delays in providing reports, he said, affect relief and restoration work and cause inconvenience to the public.
The Deputy Commissioner also stressed the need to take feedback from local public representatives while prioritising the repair of disaster-affected public assets. He asked officials to prepare proposals based on genuine requirements and recommendations received from public representatives and submit them to the Deputy Commissioner’s office for necessary budget allocation.
Additional Deputy Commissioner Sachin Sharma, Additional District Magistrate (Protocol) Gyan Sagar Negi, District Planning Officer Dr Nivedita Negi, District Revenue Officer Shivani Bhardwaj and senior officials from various departments attended the meeting through video conferencing.
