A Serious concerns are emerging over the deteriorating academic environment in government schools across Himachal Pradesh, as teachers continue to be diverted from their primary responsibility of educating students to perform a growing list of government assignments.
From election duties and mandatory training programs to the latest census operations, teachers have increasingly become the administration’s default workforce. Education stakeholders argue that this trend is severely disrupting classroom teaching and compromising learning outcomes, particularly in remote districts such as Chamba.
Teachers Turned Into Administrative Staff
In geographically challenging regions where many schools are located several hours away from the nearest road, teachers already face significant hardships simply reaching their classrooms. Despite these realities, authorities have assigned them additional census responsibilities outside school hours.
Critics say the expectation is unrealistic and insensitive, especially with the monsoon season approaching. Difficult terrain, poor road connectivity, and long travel distances make it nearly impossible for teachers to effectively balance teaching duties with extensive fieldwork.

Rising Mental and Physical Burden
The continuous assignment of administrative responsibilities has also raised concerns about teacher well-being. Long working hours, extensive travel, and mounting workloads are contributing to physical exhaustion and mental stress.
Education observers argue that an overburdened teacher cannot be expected to maintain the level of energy, focus, and commitment required to deliver quality education.
Alternative Workforce Available
Many believe the government should deploy unemployed educated youth, outsourced personnel, or specially recruited enumerators for census operations and similar assignments. Such a move would not only create employment opportunities for thousands of young people but also allow schools to function without disruption.

While the census remains a vital national exercise, education is the foundation upon which the country’s future is built. Stakeholders are urging policymakers to adopt a balanced approach that safeguards both administrative requirements and the academic interests of students.
The growing sentiment among educators is clear: Government schools in Himachal Pradesh are suffering not because of a lack of dedicated teachers, but because flawed policy decisions continue to pull them away from the classroom.
Unless corrective measures are taken, the long-term cost may be borne by an entire generation of students whose education is being compromised by the ever-expanding burden of non-teaching duties.
