A comprehensive review of the implementation of the Raising and Accelerating MSME Performance (RAMP) Programme in Himachal Pradesh was held under the Chairmanship of Dr. Rajneesh, Additional Secretary & Development Commissioner (AS&DC), Ministry of Micro, Small & Medium Enterprises (MoMSME), Government of India, at the Directorate of Industries.
The meeting was held in the presence of the Commissioner of Industries, Himachal Pradesh. The meeting was also attended by Sh. Ashok Gautam Assistant Director DFO MoMSME Solan
Shri Anil Thakur, Joint Director of Industries, Shri Ramesh Verma, Joint Director of Industries, along with other senior officers of the Department.
The review underscored the progress made in the interventions approved by the Ministry of MSME. Presenting the progress of the interventions, the Commissioner shared that the state has made substantial progress under various initiatives of the RAMP Programme. Under the MSME SMART initiative, Digital Readiness Assessments of 1,080 MSMEs have been completed. Similarly, under the MSME Greening initiative, 890 Resource Efficient and Cleaner Production (RECP) studies for MSMEs were conducted to promote environmentally sustainable business practices.
To strengthen the entrepreneurial ecosystem, 48 pre-incubation centres have been established, engaging nearly 19,000 youth from ITIs and polytechnics across the state. This initiative is expected to foster innovation and nurture the next generation of entrepreneurs.
For enhancing access to finance for MSMEs, Memorandums of Understanding (MoUs) with Invoice Mart and RXIL have been signed to onboard MSMEs, State Public Sector Undertakings (SPSUs), Boards and Corporations on the Trade Receivables Discounting System (TReDS) platform, thereby addressing the critical issue of delayed payments to MSMEs. It was also shared that social inclusion is a key pillar of the RAMP Programme in Himachal Pradesh, focusing on empowering women-led and marginalized MSMEs through improved access to finance and business opportunities.
Promoting social inclusion remains a major focus area, with 1,325 rural women entrepreneurs receiving skill training through HPSHHCL and HPKVN. The programme also supported women-led enterprises by identifying 60 entrepreneurs and initiating a dedicated workshop for 20 participants, while 16 funding and networking meets have benefited 257 women entrepreneurs.
Furthermore, administrative efficiency has been significantly enhanced through the digitization of 7,492 legacy files across District Industries Centres (DICs), Single Window Clearance Authorities (SWCAs), and the Directorate.
During the meeting, detailed discussions were also held on the PM Vishwakarma Scheme. Dr. Rajneesh reviewed the progress of various components of the scheme and issued necessary directions to ensure its effective implementation. He emphasized the need for financial institutions to enhance credit access for all eligible artisans under the scheme. He further informed that the distribution of toolkits to beneficiaries across the country is being expedited and assured that all remaining eligible artisans would soon receive their toolkits. The review highlighted the importance of strengthening outreach and facilitating greater participation of traditional artisans under the scheme.
Dr. Rajneesh appreciated the efforts of Himachal Pradesh in the effective implementation of the RAMP Programme and commended the state’s achievements across multiple domains. Looking ahead, the Directorate of Industries also announced plans to organize international exposure visits aimed at adopting global best practices in MSME development and further strengthening the state’s MSME ecosystem.
