Shimla, June 23: In a significant move aimed at ensuring uninterrupted public transport services across the state, the Himachal Pradesh Government has invoked the Essential Services Maintenance Act (ESMA) and prohibited strikes by employees of the Himachal Road Transport Corporation (HRTC) and other personnel connected with public transport operations for a period of six months.

According to a notification issued by the Department of Transport on Monday, the government cited concerns over the possibility of strikes, work stoppages, go-slow campaigns, mass casual leave, or other actions that could disrupt the functioning of public transport services.
The notification stated that road transport services are essential for the movement of passengers, transportation of essential commodities, maintenance of public order, and safeguarding public interest. The government observed that any disruption could adversely impact public convenience and safety.
Under the ESMA provisions, employees engaged in the notified essential services have been barred from commencing, participating in, instigating, or supporting any strike. The order also prohibits any activity that may obstruct, delay, or interfere with the efficient and continuous operation of transport services.
The notification warns that any strike undertaken in violation of the order will be treated as illegal and may attract penal action under the Himachal Pradesh Essential Services (Maintenance) Act, 1972.
The order will remain in force for six months from the date of issuance or until further orders, whichever is earlier.
