Signalling one of its most ambitious overhauls in recent years, the Kailash Federation has unveiled a sweeping transformation strategy aimed at turning the cooperative body into a financially robust, self-sustaining and growth-oriented institution. Chairman Baldev Thakur announced a series of commercial, infrastructure and rural development initiatives that he said would redefine the federation’s role in Himachal Pradesh’s economy.
At the heart of the revival plan is the modernization of the federation’s Dhalli petrol pump through an investment of nearly ₹60 lakh in collaboration with Indian Oil Corporation (IOC). The project will convert the existing outlet into a modern fuel station equipped with upgraded facilities while paving the way for commercial expansion through restaurants, retail outlets and other business activities.
“The objective is not merely to increase revenue but to create a sustainable business ecosystem that benefits the federation, local communities and the state’s economy,” Thakur said.
Aggressive Expansion Strategy
Moving beyond conventional operations, the federation plans to revive non-functional depots across Shimla district while opening new depots in areas witnessing increasing public demand. Simultaneously, surveys will identify strategic locations for new petrol pumps across urban and rural Himachal.
The expansion is expected to strengthen the federation’s commercial footprint while ensuring better public access to fuel and essential services.
Local Jobs at the Centre
Employment generation forms a key pillar of the roadmap. As new projects become operational, recruitment will be undertaken according to business requirements, with local youth and women expected to receive priority. Thakur said every expansion project is being designed to create direct and indirect employment while strengthening the local economy.
Building New Revenue Streams
Rather than depending solely on fuel retail, the federation intends to diversify into hospitality, retail and institutional supply businesses. Plans are also underway to provide quality products and services to government departments, universities and public institutions. Discussions with educational institutions have already begun to explore long-term partnerships.
Officials believe diversification will make the federation financially resilient and capable of generating consistent income in the coming years.
Zero Tolerance for Corruption
In a strong message to employees, Thakur declared that transparency and accountability would remain non-negotiable. Any official found demanding commissions or engaging in corrupt practices will face strict disciplinary action.
“The federation has been entrusted with development—not politics. Performance, integrity and public service will define our functioning,” he asserted.
Farmers and Rural Economy in Focus
The federation also plans to emerge as a reliable support system for farmers and orchardists by ensuring timely availability of quality seeds, fertilizers, pesticides, cattle feed and other agricultural essentials. The initiative seeks to eliminate the need for farmers to travel long distances for basic supplies while reducing costs and improving productivity.
Working in coordination with Panchayats, the federation aims to establish local supply networks that strengthen rural livelihoods and promote sustainable agricultural growth.
18-Month Revenue Target
Thakur revealed that the federation has set an ambitious target of achieving a substantial increase in revenue within the next 18 months through infrastructure upgrades, commercial diversification and operational reforms.
Describing the initiative as a “new beginning” for the organization, he said the federation is determined to evolve from a traditional cooperative body into a dynamic rural enterprise that combines commercial viability with public service.
With fuel infrastructure, rural commerce, institutional partnerships and employment generation driving its agenda, the Kailash Federation’s revival blueprint represents one of the most comprehensive restructuring efforts undertaken by the organization in recent years.
