Shimla, August 27
The District Congress Committee (DCC), Shimla Rural, has constituted a new organisational team under the leadership of DCC Shimla Rural President Hari Krishan Himral, following the approval of the Himachal Pradesh Congress Committee leadership.
The newly announced body brings together a wide range of office-bearers, including vice presidents, general secretaries, secretaries, executive members and spokespersons. The four-page notification also includes an advisory board and introduces additional organisational wings and responsibilities.
A key feature of the new committee is the emphasis on wider representation, with several women included among the office-bearers and members across different organisational positions. The structure also seeks to bring together representatives from different social backgrounds, reflecting an attempt to create a broader and more balanced organisational base. The new structure apart is the introduction of specialised roles such as Vichar Praheri, Sehar Sarathi and Prachar Pramukh, aimed at expanding the party’s organisational reach and strengthening communication at different levels.
The Vichar Praheri team will focus on organisational outreach and ideological engagement, while the Sehar Sarathi wing is expected to contribute to the party’s social connect. Separate Prachar Pramukhs have also been appointed to strengthen communication and publicity activities.
The notification names a 22-member executive committee, eight spokespersons, an advisory board, three media panelists and office-bearers for the newly created organisational roles. Several women have also been appointed as vice presidents, general secretaries and secretaries, ensuring their representation across the committee structure.
The initiative is being viewed as an attempt by the DCC Shimla Rural leadership to move beyond conventional organisational arrangements and create a more structured mechanism for grassroots engagement. The objective appears to be to involve different sections of society in party activities and build a stronger communication network between the organisation and the public.
If implemented effectively at the ground level, the new structure could help strengthen the Congress’s grassroots presence in Shimla Rural. A more inclusive team, combined with specialised organisational responsibilities, may also give the party a wider social reach ahead of future electoral challenges.
The committee was constituted under the guidance of DCC Shimla Rural President Hari Krishan Himral and Himachal Pradesh Congress Committee President Vinay Kumar.
